You will serve as a SUPERVISORY IT SPECIALIST in the ACQUISITION BUSINESS MANAGEMENT GROUP in the NAVAL FACILITIES ENGINEERING SYSTEMS COMMAND.

Duties

I will analyze functional information technology (IT) requirements for systems, applications, and services. I will develop information resources management for the execution of plans and budget. I will establish performance metrics to measure the attainment of project and organizational objectives. I will maintain balanced workloads by shifting work assignments, junior workers, or other resources to achieve effective work operations.

Requirements

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101

  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel related purchases.
  • This position may require travel from normal duty stations to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended period of times.

Qualifications

Experience that demonstrated accomplishment of computer project assignments that required a wide range of knowledge of computer requirements and techniques pertinent to the position to be filled. This knowledge is generally demonstrated by assignments where the applicant analyzed a number of alternative approaches in the process of advising management concerning major aspects of ADP system design, such as what system interrelationships must be considered, or what operating mode, system software, and/or equipment configuration is most appropriate for a given project. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT- related experience demonstrating this competency include: Reviewing IT programs to assess overall compliance with IT plans and policies and alignment with business and operational requirements. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit procedures, including the general public, individuals who work in the agency, other agencies, organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Determining appropriate products or services with clients or customers to define project scope, requirements and deliverables. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT related experience demonstrating this competency include: inspiring, motivating and guiding others toward goal accomplishment. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Leading/conducting complex and command level studies and project development for new advanced utilities systems and infrastructure modification. In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector: 1) Developing systems that will enhance or optimize the existing IT architecture to meet current and future business requirements; 2) Developing and interpreting metrics for the evaluation of IT program effectiveness and efficiency in the accomplishment of mission requirements; 3 ) Coordinating operations designed to ensure, protect, and restore IT systems, services, and capabilities; and 4) Conducting reviews of IT plans and policies to ensure alignment with operational requirements and changes in legislation or regulatory requirements. NOTE: This information must be supported in your resume. PHYSICAL DEMANDS: The work area is adequately lighted, heated, and ventilated. The work environment involves everyday risks or discomforts that require normal safety precautions. The incumbent's work may require moderate risks or discomforts associated with visiting military installations, sites with limited access, remote areas, and/or construction sites. The incumbent will be required to carry and/or transport equipment or books weighing up to 20 pounds and to stoop and/or climb to perform site surveys and arrange IT equipment.

Education

Undergraduate and Graduation Education

Major study--computer science, information science, information systems management, mathematics, statistics, operations research, or engineering, or course work that required the development or adaptation of computer programs and systems and provided knowledge equivalent to a major in the computer field.
