You will serve as a Information Systems Security Manager (ISSM) in the Naval Facilities Engineering Command (NAVFACENGCOM) Command Information Office (CIO) Directorate of NAVAL FACILITIES ENG COMMAND HAWAII.

Duties

You will oversee technical planning of information/Operational technology (IT/OT) security initiatives to ensure architecture requirements are met. You will develop strategic level policies, directives, or guidelines for the implementation of an organization's information/operational technology (IT/OT) master plan. You will establish program metrics to measure program performance against established goals. You will advise employees on information/operational technology (IT/OT) program goals and objectives. You will identify developmental and training needs of employees and provide for or arrange needed development and training. You will develop, track, resolve and maintain the Security Plan for assigned systems.

  • This is a Cyberspace Workforce position, work role code (Supervisory IT Specialist), proficiency level (Advanced) the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and DoN policies.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying the Risk Management Framework (RMF) process to information technology systems, networks and platforms; 2) Applying information system security principles and concepts, enterprise IT architecture, and new IT security developments in order to coordinate the implementation of security programs across numerous shore platforms and enclaves; 3) Interpreting and analyzing system security test results and making a risk remediation and mitigation recommendations based upon those results; and 4) Applying Federal, DoD, and DoN enterprise cybersecurity tools for conducting assessment and authorization (A&A) activities, tracking Information Assurance Vulnerability Management (IAVM) compliance, and performing security assessments sufficiently in-depth to evaluate complex systems involving interdependencies, virtualized environments and multiple instances. You must have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT/OT-related experience demonstrating this competency include: PLANNING AND COORDINATING PROJECTS THAT INVOLVE MULTIPLE STAGES IN THE SYSTEMS DEVELOPMENT LIFE CYCLE MANAGEMENT PROCESS. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: COORDINATE THE APPLICATION ONF NEW CYBERSECURITY REQUIREMENTS TO COMPLY WITH FEREDAL CYBERSECURITY REQUIREMENTS. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: BRIEF SENIOR LEADERS ON THE PROGRESS ACHIEVED TOWARD MEETING INFORMATION TECHNOLOGY STRATEGIC OBJECTIVES. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT/OT-related experience demonstrating this competency include: PERFORM AUDITS OF IT SYSTEM PROBLEM AREAS TO FORMULATE RECOMMENDATIONS FOR CORRECTIVE ACTION. IDEAL CANDIDATE STATEMENT: The ideal candidate will serve as the authoritative expert on Facility Related Control Systems Cybersecurity and will have experience implementing the Risk Management Framework (RMF) to achieve an Authorization to Operate (ATO). The ideal candidate will also have experience with cybersecurity and Information Assurance compliance, risk mitigation, policy planning, project management and configuration management. The ideal candidate will also have experience with DoD/DoN Cybersecurity Workforce Program Management.
