This position is located in the U.S. Agency for Global Media (USAGM), Office of Management Services, Office of Security, Personnel Security Division, responsible for determining the suitability and security eligibility of individuals for entry and retention in sensitive and non-sensitive positions.

Duties

As a Personnel Security Specialist, you will be responsible for duties to include, but are not limited to: Determines security clearances for complex and difficult requests cases. Reviews requests for security clearances. Analyzes a wide variety sources in support of a personnel security adjudicative decision/determination. of the most complex conditions and makes precedent-setting determinations. Grants the most complex security clearances and, when circumstances warrant, denies security clearances. Liaisons with other Federal personnel security offices on security and investigative matters. Prior to a final adverse employability or security clearance personnel security vetting determination, security specialists provide individuals with a comprehensive, written statement of the reasons why employment cannot be offered, security clearances cannot be granted, or adverse action is being taken and consider any response furnished by individuals. Incumbent is responsible for determining the suitability and security eligibility of individuals for entry and retention in sensitive and non-sensitive positions. Reviews, evaluates, and adjudicates reports of investigations, personnel files, and other records to determine whether to grant, deny, revoke, suspend, or restrict security clearances consistent with national security and/or suitability issues.

Requirements

  • You must be a U.S. Citizen or U.S. National
  • This is a national security position. If selected, this position requires the completion of the r SF-86.
  • Suitability Determination: If selected, you may be subject to a background investigation to establish your suitability for federal employment. The background investigation may include, among other aspects, a review of your credit and legal history.
  • This position is not covered by a Union Agreement.
  • The full performance grade level for this position is GS-12
  • If you are a male applicant who is born after 12/31/59, you are required to be registered for the Selective Service.

Qualifications

Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the GS-09 or comparable pay band in the Federal service or equivalent experience in the private sector. Specialized Experience is experience that has equipped the applicant with the knowledge, skills and abilities to successfully perform the duties of the position. The qualifications required for this position include all of the following: Thorough knowledge of Executive Orders and Public Laws governing personnel security vetting policies and procedures; Assisting in making security clearance adjudications, suitability determinations and recommendations; Determining eligibility for access to classified or sensitive information and granting personnel security clearances/accesses in the presence of minor derogatory information; Responding to questions and inquiries involving personnel security as they relate to both national security, suitability and credentialing determinations; Experience working in personnel security databases (i.e. CVS, DISS, Scattered Castles, or agency specific personnel security case tracking systems). OR

Education

Transcripts are required at the time of application.

Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements.
