Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Finance in either Indianapolis, Indiana or Washington, District of Columbia.

Duties

The Supervisory Budget Analyst is responsible for the development of budget policies and strategies within CBP and for the agency's budget formulation, budget execution, and for the development and implementation of cost management systems and user fee oversight for the agency. This position starts at a salary of $143,736.00 (GS-15, Step 1) to $186,854.00 (GS-15, Step 10). Salary: Salary listed reflects the rest of U.S. scale and, if applicable, will be adjusted to meet the locality pay or cost of living expenses of the duty location upon selection. Typical work responsibilities include: Planning and developing CBP budgetary policy by reviewing and applying policy determinations established by Congress, the Office of Management and Budget (OMB), and DHS Coordinating budgetary policy decisions made by different organizational units within CBP and develops performance reporting and control systems for critical resource applications Working with CBP policy and planning, investment, management, and procurement offices to develop resource estimates that align with the agency's long-range performance plans and goals under the Future Years Homeland Security Developing funding options and recommendations, based on assessment of organization performance, effective and efficient use of resources, program feasibility, and best value to the government Overseeing the final draft of CBP budget submissions by CBP managers, pursuant to instructions issued by OMB and DHS

Qualifications

Experience: You qualify for the GS-15 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Planning, designing, coordinating, implementing, and maintaining a federal agency's budget Performing the full range of program planning functions such as developing objectives, identifying required resources, and assigning target dates; Providing expert financial advice and consultation to top agency managers on complex and sensitive budget matters; Developing recommendations for new policy changes Serving as a technical authority in the automation of financial management systems; and conducting periodic program evaluations NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 09/30/2024. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. Current and former federal employees may be required to serve or complete a probationary period.
