You will serve as an INFORMATION OPERATIONS (IO) PLANNER in the INFORMATION OPERATIONS BRANCH, INFORMATION RELATED CAPABILITIES DIVISION, OPERATIONS DIRECTORATE of US FLEET CYBER COMMAND. This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f.

Duties

You will implement knowledge of the Joint Operation Planning and Execution System (JOPES) and Joint Operation Planning Process (JOPP) and contribute substantively to iterative discussions supporting IO operations planning. You will contribute IO expertise and skill in application of military operations planning to development of high-level cyberspace Base Plans (BPLANs) and Contingency Plans (CONPLANs). You will identify and make recommendations as to the specific forces, functional support, and resources required to execute Operational Plans (OPLANs) and how these forces will effectively plan and execute Operations in the Environment (OIE). You will document conclusions in appropriate planning products for use by N5/N8, higher echelon planning authorities and the supported Geographic Combatant Commanders (CCMDs). You will contribute IO expertise to near term efforts to leverage plans/devise responses to crisis actions, in which Tactics, Techniques and Procedures (TTPs) must be modified and refined quickly to address specific real world/real time scenarios. You will attend and participate in division and directorate level meetings (and Command executive team meetings, as assigned) to maintain and exchange broad, expert knowledge of current program objectives, priorities, and activities in progress. You will contribute IO expertise and insights as to the intentions of IO plans to support assessment teams’ after-action evaluation of the effectiveness of IO strategies in achieving operational objectives.

  • This is a Cyberspace Workforce position, work role code 332, proficiency level ADVANCED the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You must successfully complete a Counterintelligence (CI) polygraph with No Deception Indicated (NDI).
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a U.S. Passport.

Qualifications

Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by: -Experience analyzing military operations planning, to include knowledge of joint doctrine information operations and expertise in applying joint doctrine and joint planning concepts. -Experience providing functional expertise to support integration of Information Operations (IO) related strategies and capabilities with other aspects of cyber operations for future planning, near-term deliberate and crisis action planning, and IO-related elements of exercises and wargames. -Experience investigating complex challenges and contributing substantively to all levels of planning products that prepare for and launch IO campaigns tailored to particular parameters. -Experience identifying courses of action (COAs) that are consistent with supported Geographic Combatant Commands anticipated operational requirements and priorities and the nature of future IO threats. -Experience communicating the mission, IO objectives and priorities, and overall strategies in iterative discussions, briefings, and negotiations with other elements, as well as with external mission partners, to achieve shared understanding of objectives and define joint strategies and plans for achieving them. This position is within the Work Category PROFESSIONAL at Work Level SENIOR, Series and Grade GG-0301-13.
