Duties

You will leverage expertise in application of human capital theories, principles, policies and assessment methods to manage/administer workforce programs for FCC's cyber, cryptologic, intelligence, space and information operations civilian personnel. You will survey wide range of data sources to research and evaluate the efficacy of existing functions and workload distribution, resource allocation, and position validation in supporting achievement of organizational objectives. You will facilitate the command's implementation of major new human capital initiatives, including Cyber Excepted Service (CES) Personnel System maturation. You will keep abreast of emerging CES policies and requirements as a CES subject matter expert, advises N1 leadership on the need for new or revised business processes, and advises managers as to effects on their management of workforce assets. You will advise hiring managers regarding requirements for the generation of CES position descriptions (PDs) including application of the CES occupational structure for work role development. You will perform duties supporting FCC's CES Delegation of Classification Authority (DCA) which includes assigning appropriate duties and responsibilities to each position. You will advise hiring managers and senior program managers on how to translate their operational requirements into human capital assets by implementing position management changes in organization designs and defining workforce capabilities.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You must successfully complete a Counterintelligence (CI) polygraph with No Deception Indicated (NDI).
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a U.S. Passport.

Qualifications

Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. Qualifying experience would be demonstrated by: *Experience developing policies and procedures that optimize the readiness of military and civilian personnel by identifying manpower requirements, personnel placement, and Human Resources requirements. *Experience developing, planning, coordinating, and implementing human capital program requirements in close collaboration with program managers, as well as in conjunction with external human resources (HR) specialists and civilian personnel (CIVPERS) stakeholders. *Experience advising hiring managers regarding duties, responsibilities and requirements for the generation of position descriptions (PDs) including application of occupational structure for work role development; *Experience reviewing and editing PD submission packages from the hiring managers to facilitate classification evaluation and ensure compliance of management principles, classification standards, technical parameters, and conditions of employment with DoD and Navy Cyber Excepted Service (CES) policies; *Experience leveraging expertise in application of human capital theories, principles, policies, and assessment methods to manage and administer workforce programs for FCC cyber, cryptologic, intelligence, space, and information operations civilian personnel; This position is within the Work Category PROFESSIONAL at Work Level SENIOR, Series and Grade GG-0301-13.
