This position is located in the Department of Health and Human Services, Office of the Secretary of Health and Human Services, Office of the Assistant Secretary for Administration (ASA), Office of the Chief Information Officer (OCIO), Office of Enterprise Services (OES), located in Rockville, Maryland and Washington, District of Columbia.
Duties
As the IT Specialist (PLCYPLN), you will support the activity of key functional and technical aspects of the OS operations supporting Capital Planning Investment Control (CPIC) processes and Portfolio Management activities such as:
Working with the Operating Divisions (OPDIVs) and Staff Divisions (STAFFDIVs) to coordinate the collection, review evaluation management of ongoing IT investments to ensure investments are being properly managed and are providing the benefits that were originally intended at the time of initial investment.
Reviewing and analyzing the policies, processes, and procedures related to HHS IT Investment management.
Providing expert technical consultation and support assistance to HHS components and other government and nongovernment entities on matters within the scope of areas related to IT and its infrastructure.

Qualifications
Applicants must demonstrate that they meet the Basic AND Specialized Experience requirements as noted below.
Basic Requirement: You must have IT-related experience demonstrating each of the four competencies listed below:

Specialized Experience:
GS-13: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing (4) of the (5) duties listed below:
Facilitating work intake, prioritization, coordination, and reporting of metrics/status for activities pertaining to IT Policy, Portal management and governance. (Examples include continuous improvement to processes, IT policies and governance processes.)
Managing Capital Planning and Investment Control (CPIC) data collection, analysis, and reporting activities with a focus on improvement of data quality and integrity.
Preparing IT investment Portfolio data for OMB submissions.
Providing coaching to IT investment stakeholders on completing required IT budget documents.
Participating in committees and forums that drive IT investment strategy and governance.

Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
