This position serves as a Realty Specialist in a Bureau of Land Management office in the following locations: North Bend, Roseburg, Salem, and Springfield, OR. The employee is responsible for exercising independent technical expertise in a variety of routine and non-controversial land and realty transactions. Salary Range for North Bend, Roseburg, and Springfield, OR: GS-07: $49,025 - $63,733 GS-09: $59,966 - $77,955 Salary Range for Salem, OR: GS-07: $52,734 - $68,556 GS-09: $64,504 - $83,854

Duties

Duties will be developmental in nature when filled below the full performance level. Promotion to the full performance level is neither guaranteed nor implied and will be based solely on your ability to satisfactorily perform the work of the position, existing work at the higher grade level, and recommendation by the position's supervisor. FLPMA Responsibilities The 07/09 Realty Specialist would: Adjudicate/review applications. Create or update serial register pages in MLRS. Send 29-day reminder letters. Process minor ROW's category 1-2 or other authorizations. Conduct compliance inspections. Update workload spreadsheets. Update land records. Enter or update LRAM or MLRS. Run expiration date reports and notices. And conduct both electronic and hard copy file management. O&C Road ROW Program Responsibilities The 07/09 Realty Specialist would: Adjudicate haul reports and amortization postings. Create or update serial register pages. Conduct both electronic and hard copy file management. Process monthly haul reports. Process unilateral road ROW permits. And conduct haul compliance inspections.

Requirements

  • U.S. Citizenship required.

  • Status applicants must meet time-in-grade requirements.

Qualifications

In order to qualify, you must meet the experience and/or education requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying. GS-07: Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained either in the private or public sectors) performing 3 or more of the following: 1) gathering, analyzing, or processing information on a variety of lands and/or realty actions; 2) assisting with determining land ownership and status; 3) assisting in gathering information and/or data necessary to complete environmental reviews from on-site examinations; and 4) engaging with the public regarding non-controversial lands and realty actions. OR Education: Have one (1) full year (18 semester hours) of graduate level education from an accredited college or university, which provided the knowledge, skills, and abilities necessary to do the work of this position. NOTE: You must submit a copy of your transcripts. OR Superior Academic Achievement: Meet the qualifications for Superior Academic Achievement and meet one of the following: A grade point average of B (3.0 or higher out of a possible 4.0) for your completed undergraduate courses, or those completed in the last two years of undergraduate study; A grade-point average of B+ (3.5 or higher out of a possible 4.0) for all courses in the major field of study, or those courses in your major completed in the last two years of undergraduate study; Rank in the upper one-third of your class in the college, university, or major subdivision; or Membership in a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies. If more than 10 percent of your courses were taken on a pass/fail basis, your claim must be based on class standing or membership in an honorary society. To be creditable under this provision, superior academic achievement must have been gained in a curriculum that is qualifying for the position being filled. NOTE: You must submit a copy of your transcripts. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. NOTE: You must submit a copy of your transcripts. GS-09: Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained either in the private or public sectors) performing 3 or more of the following: 1) consulting on routine realty transactions related to lands and realty case work, planning systems, compliance, environmental analysis, budget, or public outreach; 2) leading or conducting routine on-site compliance examinations on rights-of-way, permits, and other use authorizations; 3) performing inventory or monitoring budget plan packages of existing realty actions; and 4) preparing responses to routine inquiries concerning use, occupancy, disposal, or other actions on public land. OR Education: Have a Master's or equivalent graduate degree or two (2) full years of progressively higher level graduate education or a LL.B. or J.D., leading to such a degree from an accredited college or university, which provided the knowledge, skills, and abilities necessary to do the work of this position. Such education must have provided the knowledge, skills, and abilities necessary to do the work of this position. NOTE: You must submit a copy of your transcripts. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. NOTE: You must submit a copy of your transcripts. Status merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 is required to meet the time-in-grade requirements for the GS-09 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted). Education

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
