Major Duties for the GS-09 and GS-11 level will be the same as those listed below in a developmental basis with closer supervision and oversight:
Processing applications for Oregon/California (O&C) permits and O&C unilateral permits according to current guidance; and independently administering O&C reciprocal right-of-way agreements and permits for both Bureau of Land Management (BLM) and permittees.
Processing routine request for terms and conditions of use for BLM and permittee request, drafting License Agreements; and processing road use fee calculations for first time use request by permittees.
Processing amendments and assignments of existing agreements and permits.
Conducting site inventories and assessing road and drainage structures on roads utilizing data and current road appraisal programs to calculate road replacement values; and analyzing haul routes and tributary acres to create tributary acre maps and to calculate percentage of cost share for all parties. Processing construction plats for permittee construction; and independently monitoring approved permits for compliance with terms and conditions.
Assisting with processing and preparing linear rights-of-way under Title V of the Federal Land Policy and Management Act; and maintaining and updating road record files to specified standards.
Requirements

Qualifications
In order to qualify, you must meet the experience and/or education requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application.
MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying.
To qualify for GS-09:
A. Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) calculating and determining routine realty and lands cost recovery; (2) leading or conducting routine on-site compliance examinations on rights-of-way, permits, and other use authorizations; (3) conducting inventory of existing realty actions as well as monitoring budget plan packages; and (4) preparing responses to routine and non-controversial inquiries concerning use, occupancy, disposal, and other actions on public land.

B. Education: Have a Master's or equivalent graduate degree or two (2) full years of progressively higher level graduate education or a LL.B. or J.D., if related, leading to such a degree from an accredited college or university, which provided the knowledge, skills, and abilities necessary to do the work of this position. (NOTE: You must submit a copy of your transcripts as proof of any claimed education).
C. Combination: Have some specialized experience as described in statement A, but less than one (1) year; and have more than one (1) year but less than two (2) years of graduate education as described in statement B. To calculate your combined amount, first determine the amount of your specialized experience as a percentage of the requirement listed in A above. Then determine the amount of your graduate education in excess of one full year (18 semester hours) as a percentage of the requirement listed in B above; then add the two percentages. The total percentages must equal at least 100 percent to qualify.) You must submit a copy of your transcripts as proof of any claimed education).
To qualify for GS-11:
A. Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) processing casework on controversial lands and realty actions including rights-of-ways, communication sites, land acquisitions and disposals, permits, leases, withdrawals; (2) providing information to the public regarding realty matters on public lands; (3) inspecting unlawful closure of public lands, noncompliance of stipulations/permits, or trespassing; and (4) preparing planning documents and/or monitoring budgetary needs of a realty program.
B. Education: Have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related in business administration, public administration or policy, and land use planning. (NOTE: You must submit a copy of your transcripts as proof of any claimed education).
C. Combination: Have an equivalent combination of specialized experience and education, as described above. (To combine education and experience, first determine your education as a percentage of the education required for the grade level. (NOTE: Only units in excess of the first two years (36 semester hours of the Master's level) may be used to meet the educational requirement.) Then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify.) NOTE: You must submit a copy of your transcripts as proof of any claimed education
TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-07 is required to meet the time-in-grade requirements for the GS-09 level.
One year at the GS-09 is required to meet the time-in-grade requirements for the GS-11 level.
Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted.

Education
To qualify based on education, you must submit a legible copy of transcripts from an

If you are using
education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.
GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
