This position is located in BLM Northwest Oregon District with duty station located in North Bend Oregon. Duties will be developmental in nature when filled below the full performance level. Promotion to the full performance level is neither guaranteed nor implied and will be based solely on your ability to satisfactorily perform the work of the position, existing work at the higher grade level, and recommendation by the position's supervisor. .

Duties

As the Realty Specialist in this position, you will: GS-07 Duties Federal Lands Policy and Management Act of 1976 as amended (FLPMA) Responsibilities The GS-07 Realty Specialist would: Conduct compliance inspections. Update workload spreadsheets. Update land records. And conduct both electronic and hard copy file management. Oregon and California Forest Lands (O&C) Road Right of Way (ROW) Program Responsibilities The GS-07 Realty Specialist would: Adjudicate haul reports and amortization postings. Conduct both electronic and hard copy file management. GS-09 Duties Federal Lands Policy and Management Act of 1976 as amended (FLPMA) Responsibilities The GS-09 Realty Specialist would: Adjudicate/review applications. Create or update case records. Craft correspondence related to Land and Realty Actions. Process minor ROW's category 1-2 or other land use authorizations. Conduct compliance inspections. Update workload spreadsheets. Update land records. Enter or update databases. Run expiration date reports and notices. And conduct both electronic and hard copy file management. Oregon and California Forest Lands (O&C) Road Right of Way (ROW) Program Responsibilities The GS-09 Realty Specialist would: Adjudicate haul reports and amortization postings. Create or update serial register pages. Conduct both electronic and hard copy file management. Process monthly haul reports. Process road ROW permits. And conduct haul compliance inspections. Process monthly haul reports. And conduct haul compliance inspections.

Qualifications

In order to qualify, you must meet the experience and/or education requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying. GS-07 Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained either in the private or public sectors) performing the following in a developmental capacity: (1) gathering, analyzing, and processing information on a variety of lands and realty actions; (2) assisting with determining land ownership and status; (3) assisting in gathering information and data necessary to complete environmental reviews from on-site examinations; (4) engaging with the public regarding non-controversial lands and realty actions. OR Education: Have one (1) full year (18 semester hours) of graduate level education from an accredited college or university, which provided the knowledge, skills, and abilities necessary to do the work of this position. (NOTE: You must submit copies of your college transcripts if claiming to meet the qualification requirements based on education.) OR Meet the qualifications for Superior Academic Achievement and meet one of the following: A grade point average of B (3.0 or higher out of a possible 4.0) for your completed undergraduate courses, or those completed in the last two years of undergraduate study; A grade-point average of B+ (3.5 or higher out of a possible 4.0) for all courses in the major field of study, or those courses in your major completed in the last two years of undergraduate study; Rank in the upper one-third of your class in the college, university, or major subdivision; or Membership in a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies. Note: If more than 10 percent of your courses were taken on a pass/fail basis, your claim must be based on class standing or membership in an honorary society. OR A combination of graduate level education and specialized experience equal to 100% to meet total qualification requirement. Only graduate education in excess of 18 graduate semester hours may be used in combination with specialized experience. Note: You must submit a copy of your transcript. GS-09 Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) calculating and determining routine realty and lands cost recovery; (2) leading or conducting routine on-site compliance examinations on rights-of-way, permits, and other land use authorizations; (3) conducting inventory of existing realty actions as well as monitoring budget plan packages; (4) preparing responses to routine and non-controversial inquiries concerning use, occupancy, disposal, and other actions on public land. OR Education: Have a Master's or equivalent graduate degree or two (2) full years of progressively higher level graduate education or a LL.B. or J.D., if related, leading to such a degree from an accredited college or university, which provided the knowledge, skills, and abilities necessary to do the work of this position. (NOTE: You must submit a copy of your transcripts as proof of any claimed education). OR Combination of specialized experience as described in statement A, but less than one (1) year; and more than one (1) year but less than two (2) years of graduate education as described in statement B. To calculate your combined amount, first determine the amount of your specialized experience as a percentage of the requirement listed in A above. Then determine the amount of your graduate education in excess of one full year (18 semester hours) as a percentage of the requirement listed in B above; then add the two percentages. The total percentages must equal at least 100 percent to qualify. (Note: You must submit a copy of your transcripts as proof of any claimed education). Status merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted). One year at the GS-05 is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 is required to meet the time-in-grade requirements for the GS-09 level. Education
