Duties
Responsible for project control including financial management, cost estimating, and acquisition support for all phases of the system lifecycle.

Develops and executes system functionality and strategies to effectively meet the goals and vision of the DLA and DoD senior level management.
Implements strategic planning, programming, budgeting, acquisition and execution of program requirements requested by the acquisition domain, and end-user customers within the Department of Defense (DoD) and the Federal Government.

Develops and executes system functionality and strategies to most effectively meet the goals and vision of the DLA, DoD and Federal senior level management.
Participates in meetings, conferences, and joint requirements boards with members from DoD components, the DLA senior managers, and as required, the Federal Government on matters related to his/her Program.
Establishes and maintains appropriate working relationships with DoD, and Federal entities, interagency forums and the private sector.

Qualifications
To qualify for Program Analyst, your qualifications must include:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after- competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Supports the development and execution of program implementation plans and procedures based on customer requirements and Functionals Sponsor (FS) direction.
Performs testing, configuration management, and operational fielding for the assigned program.
Implements strategic planning, programming, acquisition, and execution of program requirements.
Collects performance metrics and prepares cost, schedule, and performance reports for and leads regularly scheduled in-process reviews regarding the program.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
