This position is in the Internal Revenue Service University (IRSU). The mission of the IRS University is to equip the workforce with skills development and career advancement opportunities to meet identified business needs.
The following are the duties of this position at the full working level.
Communicates the Service's and LEADS' mission, vision, and values to team members and ensures integration of such into overall LEADS goals, objectives, strategies, work plans, and products and services in accordance with IRS, HCO and LEADS policies and directives.
Provides customers and team members with on-going advice and assistance relative to LEADS' Service wide policies, programs, practices and issues.
Establishes training delivery program objectives, ensure timely execution of program activities, and determine approaches to achieve goals. This process includes formulating and administering LEADS policies and procedures, when warranted as well as leading/participating in task forces or special projects.
Articulates work assignments, projects, problem areas, significant issues, and deadlines for completion to team members.
Leads the team in identifying, distributing, and balancing workload based on established workflow and skill levels. Makes adjustments to complete work assignments based on priorities and/or deadlines. Ensures integration of team members in developing the final team product (s).
Provides guidance in the selection and application of appropriate problem-solving methods and techniques for team members. Advice includes work methods, practices, and procedures relative to work assignment/project as well as assistance in identifying parameters to viable solutions.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-13 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: Experience in the application of the laws, theories, principles, and practices of human resources development, specifically, curriculum review and assessment. Experience independently conducting needs assessments, curriculum design, and curriculum development. To be qualifying your experience should demonstrate an understanding of a wide range of human resources management programs, experience with communicative techniques in order to meet and deal tactfully and persuasively with others to resolve issues which are often controversial and sensitive in nature and to maintain harmonious relationships with all parties and utilizing consultation and facilitation techniques and methods.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT GS-13: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
