To serve as a work leader. To provide law enforcement, force protection, preserve the peace, detect and investigate crimes, arrest/apprehend violators, and respond to emergency situations. To perform law enforcement work as a Field Training Officer (FTO) conducting training for security forces personnel. To enforce a wide range of federal laws and assimilated local laws for application and enforcement within the assigned Federal Jurisdiction.

Duties

1. This position will support the Federal Government's response efforts to COVID-19. Serves as the work leader by planning, organizing, and coordinating the activities of three or more employees. Has delegated authority from the supervisor to ensure the work of the assigned team is carried out. 2. Performs as Field Training Officer, conducting training for security forces personnel assigned to operational flights. Uses approved lesson plans and teaches informal training courses for personnel in various Security Forces functional activities. 3. Performs the full spectrum of police officer duties within the assigned jurisdictions. Incumbent has full powers of apprehension and detention, which entails carrying a firearm, mirandizing suspects, preserving evidence and testifying in court as it pertains to enforcing regulations within assigned jurisdiction. 4. Conducts Investigations. Conducts investigations of crimes and complaints covering a wide range of subjects and allegations that are not within the scope of Air Force Office of Special Investigations (AFOSI) or the scope of the higher-level detectives assigned to the Squadron. 5. Conducts Surveillance. Conducts surveillance of individuals and areas to obtain information, identify criminal conduct or activities and monitors suspects while serving warrants.

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.
  • Incumbent must be qualified in the use of required weapons, as the incumbent will be required to use firearms in performing duties.
  • Position requires access to firearms. Persons convicted of a misdemeanor or felony crime of domestic violence may not occupy this position in accordance with the Gun Control Act of 1968, as amended 30 Sep 96.
  • Employee must sign DD Form 2760, Qualification to Possess Firearms or Ammunition.
  • Must pass an initial pre-employment medical examination, periodic medical examinations, required initial and annual physical fitness/physical agility tests include running, meet established hearing standards and discern colors, contrast, and depth.
  • Must be able to obtain and maintain the appropriate security clearance.
  • Must wear a uniform and meet applicable dress and appearance standards as identified in current AFI.
  • Must work an uncommon tour of duty, to include nights, weekends, holidays, overtime, rotating shifts, and recall.
  • Must wear approved protective clothing such as body armor/ballistic plates, helmets, personal protective equipment, coats, boots, traffic vests and/or chemical protective equipment, (e.g. respirator mask).
  • Incumbent must be able to operate Security Forces Vehicles and installed equipment. An appropriate, valid driver’s license is required for the position.
  • Subject to duty position evaluation on a pass/fail standard in accordance with AFI 36-2646.
  • Must pass formal law enforcement training school as determined by HAF/A4S and receive DoD Peace Officer Standardization and Training Certification.
  • Incumbent will be exposed to the day-to-day dangers associated with law enforcement and security duties.
  • Incumbent is required to obtain first responder training/certifications in CPR techniques, self-aid buddy care, and first aid on the job and maintain annually.
  • Recurring training is required to keep the incumbent knowledgeable on the updated specialized tactics, techniques and procedures necessary for preparation and response to catastrophic events, terrorist attacks and related threats to installations.

Qualifications

Conditions of Employment continued Ability to employ 'infantry/SWAT' small unit tactics involving fire and maneuver, with rapid advancing movement between defensive positions, while wearing protective gear for extended periods of time, (e.g. Employing "Active Shooter" response tactics and techniques as a member of a small team is required). This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. Work may occasionally require travel away from the normal duty station. Must obtain and maintain a government travel card. The incumbent must obtain and maintain qualifications and/or certifications for the following: Flight Armorer, Active Vehicle Barrier, National Crime Information Center (NCIC), Emergency Management Systems, Defense Biometric Identification System (DBIDS), Standardized Field Sobriety Test (SFST), Security Forces Management Information System (SFMIS), Air Force Justice Information System (AFJIS), Evidence Management Portal (EMP), Evidence Management Collection Exchange (ECMX), Explosive Detection Device (EDD), Defense Data Exchange (DDEX), authoritative databases, Small Unmanned Aircraft System (SUAS), electronic booking stations, speed measurement devices, non-lethal weapons (e.g. neuromuscular incapacitating device (NMID), baton, etc.). Must complete the following duty position evaluations (DPEs) within the first two years of employment and be successfully re-evaluated in accordance with standards listed in AFI 31-2646, Security Forces Training and Standardization Evaluation Program. The DPE qualifications must occur in this order; (1) Installation Entry Controller, (2) Patrolman/Security Response Team, (3) Alarm Monitor and (4) Base Defense Operations Center Controller/Dispatcher. This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Individual Occupational Requirements (IOR) for the GS-0083, Police Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Experience that provided knowledge of a body of basic laws and regulations, law enforcement operations, practices, and techniques and involved responsibility for maintaining order and protecting life and property. Creditable specialized experience may have been gained in work on a police force; through service as a military police officer; in work providing visitor protection and law enforcement in parks, forests, or other natural resource or recreational environments; in performing criminal investigative duties; or in other work that provided the required knowledge and skills. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-08 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of law enforcement procedures, training requirements and operating methods required to perform the full range of police officer activities independently. 2. Knowledge of special operating requirements, methods, and procedures for enforcing specialized personnel access controls to prevent unauthorized access to areas where stringent security requirements are enforced. 3. Knowledge of appropriate use of force and self-defense techniques to protect oneself and others in threatening situations including the ability to subdue and control individuals as required. 4. Skill to operate motor vehicles have a gross weight of 7,000 pounds or less, loading capacities of 1 ton or less, and 2- or 4-wheel drive to transport personnel and/or articles. 5. Ability to work and communicate effectively orally and in writing. 6. Ability to establish and maintain effective working relationships with community management, employees, and other law enforcement agencies. Ability to establish priorities, monitor workflow, make adjustments in work assignments, provide on-the job training and guidance and provide feedback and instructions from supervisor. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
