The primary purpose of this position is to coordinate, implement, and provide training for security forces at an installation and perform law enforcement work to maintain law and order, preserve the peace, protect life and civil rights, detect and investigate crimes, arrest or apprehend violators, and perform patrols within the assigned jurisdictions.

Duties

This position will support the Federal Government's response efforts to COVID-19. Executes the security forces training program, coordinating and implementing training activities for the unit. Conducts training classes for security forces personnel. Performs and enforces the full range of police officer duties within the military installation. Develops and monitors the accomplishment of security forces training plans and obtains and develops training aids and materials and attends, arranges, and conducts meetings, briefings, and workshops and performs other duties related to security forces training.

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.

  • Incumbent must be qualified in the use of required weapons, as the incumbent will be required to use firearms in performing duties.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Must pass an initial pre-employment medical examination, periodic medical examinations, required physical fitness/physical agility tests including running events, meet established hearing standards and discern colors, contrast, and depth.
  • The incumbent must immediately report to his supervisor any significant medical threshold shifts in health status and/or medication requirements.
  • Must be able to obtain and maintain the appropriate security clearance.
  • Must wear a uniform and meet applicable dress and appearance standards as identified in current AFI.
  • May be required to work an uncommon tour of duty, to include nights, weekends, holidays, overtime, rotating shifts, and recall.
  • May be required to wear protective clothing such as coats, boots, and vests and/or chemical protective equipment, (e.g., respirator mask).
  • Incumbent must be able to operate all Security Forces Vehicles and installed equipment. An appropriate, valid driver’s license is required for the position.
  • Subject to annual duty position evaluation on a pass/fail standard.
  • Must pass formal law enforcement training school as determined by functional; certificate from a federally recognized Law Enforcement Academy is preferred.
  • Graduation from the Combat Arms Training and Maintenance Apprentice Course and Combat Arms Training and Maintenance Craftsmen Course is desirable. (Reference AFI 36-2226).
  • Incumbent will be exposed to the day-to-day dangers associated with law enforcement and security duties.

Qualifications

Conditions of Employment Continued: Incumbent is required to obtain first responder training/certifications required in CPR techniques, self-aid buddy care, and first aid on the job and maintain annually. Recurring training is required to keep the incumbent knowledgeable on the updated specialized tactics, techniques and procedures necessary for preparation and response to catastrophic events, terrorist attacks and related threats to installations. The work requires regular and recurring physical exertion such as running in pursuits or emergency responses, long periods of standing, walking, bending, stooping, reaching, crawling, and similar activities. Employees engage in such exertions when responding to alarms and walking foot patrols in and around buildings. This position may require common physical characteristics and abilities and dexterity and the strength to pursue, and detain uncooperative suspects. In addition, this position requires the ability to employ "infantry" small unit tactics involving fire and maneuver with rapid advancing movement between defensive positions while wearing protective gear for extended periods of time, as well as the ability to employ "Active Shooter" response tactics as a member of a small team. This position is emergency essential (E-E). The incumbent must meet all requirements of E-E positions and may be required, as a condition of employment, to take a series of vaccinations and annual boosters to immunize against anthrax and other diseases. During a crisis, the incumbent or designated alternate must continue to perform the E-E duties until relieved by proper authority. The same will be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an E-E position and requires that the incumbent or designated alternate to be removed from any military recall status. This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs. Work may occasionally require travel away from the normal duty station on military or commercial aircraft. May be exposed to high levels of noise such as aircraft engines. This position may be designated as a key position IAW AFI 36-507. Duties of this position may be locally determined to be essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency is not available. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Police Series 0083. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the full range of security forces and police and law enforcement services which requires considerable training, experience, and proficiency to perform the full range of operations in preventing or resolving offenses and in conducting preliminary investigations of incidents that range from simple violations to serious criminal attempts; including, but not limited to pursuing and apprehending persons fleeing a crime scene or attempting to resist arrest; identifying and arresting violators based on eyewitness accounts; performing dispatcher duties involving passing of directions and information to officers on patrol assignments; seeking, detecting, and protecting evidence and witnesses at the scene of an incident; detaining witnesses and suspects; and making arrests and performing booking procedures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a range of security forces policies, procedures, and practices and of overall security forces missions, functions, and structure. Knowledge of applicable law enforcement and security (AF, Federal and DoD) rules, regulations, instructions, practices, principles and procedures, including force protection, integrated base defense, anti- terrorism, and physical security. Knowledge of police officer procedures and operating methods to perform the full range of police officer activities independently, to include protection level resources, installation entry control, armed response and dispatch. Skill in developing course materials and instructional methods, principles, and techniques. Ability to operate the law enforcement systems. Ability to instruct training courses in a classroom seminar setting and to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
