The primary purpose of this position is: To serve as a first level supervisor and/or flight chief, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Security Forces Flight.

Duties

This position will support the Federal Government's response efforts to COVID-19. Plans, organizes, and directs the activities of a Security Forces Flight, ensuring that personnel comply with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Represents the Security Forces Squadron with a variety of installation and functional area organizations. Performs and enforces the full range of police officer duties within the military installation.

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.
  • Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • The work requires a valid driver’s license and the incumbent must be able to operate all Security Forces Vehicles and installed equipment.
  • Incumbent must be qualified in the use of required weapons, as the incumbent will be required to use firearms in performing duties.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • May be required to work other than normal duty hours. Overtime may be required.
  • May be required to wear special protective clothing such as coats, boots, vests, respirator masks, and/or helmets.
  • Must pass an initial pre-employment medical examination, periodic medical examinations, required physical fitness/physical agility tests including running events, meet established hearing standards and discern colors, contrast, and depth.
  • Incumbent must immediately report to his supervisor any significant medical threshold shifts in health status and/or medication requirements.
  • Must obtain and maintain first responder training/certifications required in CPR techniques, self-aid buddy care, and first aid on the job and maintain annually.
  • Must wear a uniform and meet applicable dress and appearance standards.
  • Subject to annual duty position evaluation on a pass/fail standard.
  • Must be able to obtain and maintain a Secret Clearance.
  • Must pass initial formal law enforcement training school as determined by functional, a certificate from a federally recognized Law Enforcement Academy is preferred.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

Qualifications

Conditions of Employment Cont'd: May be exposed to high levels of noise such as aircraft engines. Incumbent will be exposed to the day-to-day dangers associated with law enforcement and security duties. Recurring training is required to keep the incumbent knowledgeable on the updated specialized tactics, techniques and procedures necessary for preparation and response to catastrophic event, terrorist attacks and related threats to installations. The work requires regular and recurring physical exertion such as running in pursuits or emergency responses, long periods of standing, walking, bending, stooping, reaching, crawling, and similar activities. Employees engage in such exertions when responding to alarms and walking foot patrols in and around buildings. This position may require common physical characteristics and abilities and dexterity and the strength to pursue, and detain uncooperative suspects. In addition, this position requires the ability to employ "infantry" small unit tactics involving fire and maneuver with rapid advancing movement between defensive positions while wearing protective gear for extended periods of time, as well as the ability to employ "Active Shooter" response tactics as a member of a small team. This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available. This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs QUALIFICATIONS: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Individual Occupational Requirements (IOR) for the GS-0083, Police Officer Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a body of basic laws and regulations, law enforcement operations, practices, and techniques and involved responsibility for maintaining order and protecting life and property. Creditable specialized experience may have been gained in work on a police force; through service as a military police officer; in work providing visitor protection and law enforcement in parks, forests, or other natural resource or recreational environments; in performing criminal investigative duties; or in other work that provided the required knowledge and skills. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-08 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of applicable law enforcement and security AF, Federal and DoD rules, regulations, instructions, practices, principles and procedures including force protection, integrated base defense, anti-terrorism and physical security. Knowledge of safety, security, and EEO regulations, practices, and procedures. Knowledge of police officer procedures and operating methods to perform the full range of police officer activities independently to include protection level resources, installation entry control, armed response and dispatch. Ability to operate the Incident Management System and the Security Force Management Information System. Ability to plan, organizes, and directs the functions and staff of an organization. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
