This position is located at the United States Department of Agriculture (USDA), in the Office of Property and Environmental Management (OPEM) and provides direct support to the USDA Fleet Program Manager providing analytical and technical expertise in developing, improving, and reporting on USDA's overall fleet management program.
Duties
Assists with the development, implementation, and execution of personal property operational training aimed at Personal Reporting Tools (PPRT).
Provides support in the areas of Personal Property Management Systems supporting data and database integrity, reporting, maintaining optimal inventory and utilization levels.
Ensures the division directives are carried out with the proper coordination of numerous initiatives.
Coordinates personal property management operations for critical department-wide programs, achieving Federal and USDA personal property management objectives.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
Specialized Experience: At the GS-11: Qualifying experience for GS-11 includes one year of specialized experience comparable to GS-09 which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations concerning personal property program effectiveness and the improvement of complex processes and systems related to personal property management.
OR
Completion of a Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher- level graduate education leading to such a degree. Graduate level education must demonstrate the competencies necessary to do the work of the position. (Must submit transcripts).

A combination of education and experience as described above.

PHD may be substituted for specialized experience at the GS-11 level only, as described above.
