Duties

Provide technical direction and guidance regarding animal care and handling at the corrals from receiving through adoption. Possess the knowledge and leadership skills necessary to provide direction to staff and visitors on the operations and administration of the WH and B corral facility. Knowledge of and the ability to safely utilize equipment in corral facility. Knowledge of animal husbandry practices related to large animals, specifically wild horses and burros. Skill and ability to ride horseback and safely train saddle horses used in a corral system. Identifies and assists in performing maintenance of building, corrals vehicles and equipment assigned to the corrals. Provide input for changes and improvements for facilities including corral design. Knowledge and ability to conduct inspections and maintenance on facilities and equipment common to large animal corrals. Skill includes basic building, fence, and corral maintenance. Ability to drive farm tractors of at least 110 horsepower with frontend bucket and operate other equipment common in a large animal corral. Conducts, or directs other staff in compliance inspections. Coordinates with WH and B staff and program volunteers at other locations to accomplish compliance inspections. Knowledge and ability to follow established procedures for records creation and maintenance of WH and B information. Skilled in oral and written communication to explain program to internal and external groups and/or individuals. Ability to safely connect and pull a loaded and unloaded stock trailer for transport of wild horses and burros. Ability to use a firearm to euthanize horses or large stock animals. Manages communication with the public and various user groups related to the WH and B Program and the short-term holding facility. Conducts education activities at various venues. Hosts media and the public on tours of the facility. Maintains relationships with user groups and provides technical information.

Qualifications

Minimum Qualifications for the 0301 Wild Horse and Burro Specialist (Facilities) series at the GS-11: You must possess one (1) full year of specialized experience at or equivalent to the GS-09 level that is equivalent in difficulty and complexity as indicated by the following: Experience planning/implementing operational and administrative Wild Horse & Burro Program (WH&B) assignments. Establishing or maintaining a record system related to receiving, preparing, or disposition of animals. Ensuring facilities/equipment are in good working condition for the safety of staff, public, and wild horses. Providing information to the public, professional, or government groups on Wild Horses and Burro resources, materials, or events. OR You must possess 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree from an accredited college or university in a directly related field. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. OR You must possess a combination of specialized experience and graduate level education that, when combined, equals 100% of the total requirement. To calculate your combined amount, first determine the amount of your specialized experience as a percentage of the requirement listed above. Then determine the amount of your graduate education in excess of the first two years (36 semester hours) as a percentage of the requirement listed above; then add the two percentages. The total percentages must equal at least 100 percent to qualify. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
