Information about these cities and the surrounding area can be found below: Kremmling, CO Craig, CO Meeker, CO Canon City, CO (CO Springs GS Rate) We expect to fill 3 vacancies at this time (1 in Craig OR Kremmling, 1 in Meeker, and 1 in Canon City); however, additional positions may be filled from this announcement if they become available.

Duties

Interprets planning and NEPA laws, regulations, policies and guidance for a field office's specific land and resource management programs, projects, and support activities and the resolution of protests and appeals. Analyzes and provides guidance for field office planning and environmental processes, documents and supporting records for compliance with BLM planning and NEPA procedural requirements. Serves as technical liaison between the field office and other entities, such as the state office, other BLM offices, the Washington Office, the Solicitor's Office, other Federal, state and local government agencies and Indian Tribal Governments. Coordinates and provides planning and NEPA program oversight to interdisciplinary teams in the implementation of land use plans, implementation level plans, and project specific plans. Develops and conducts field office training programs for all aspects of BLM's planning system and NEPA processes.

Qualifications

Minimum Qualifications for the 0301 Planning and Environmental Specialist series at the GS-09: You must possess one (1) full year of specialized experience at or equivalent to the GS-07 level that is equivalent in difficulty and complexity as indicated by the following: Experience with land use and multiple use resource management planning. Being member of an interdisciplinary team working on planning and environmental analysis processes, principles, and practices. Reviewing planning and NEPA documents to ensure they read smoothly and correctly. Reviewing of environmental documents to ensure compliance with applicable laws and regulations. Working with public land resource values, issues, or controversies. Assisting in developing public land-related planning strategies and procedures. Experience with program technical guidance along with monitoring and assisting with performing program audits. OR Successfully completed a master's degree or two (2) full years of graduate level study leading to a master's degree or LL.B., J.D., in a related field that provided the knowledge, skills, and abilities necessary to perform this work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. OR Have an equivalent combination of specialized experience and education that, when prorated, combine to meet the qualification requirements for this position. Minimum Qualifications for the 0301 Planning and Environmental Specialist series at the GS-11: You must possess one (1) full year of specialized experience at or equivalent to the GS-09 level that is equivalent in difficulty and complexity as indicated by the following: Experience with land use and multiple use resource management planning. Being a lead of an interdisciplinary team working on planning and environmental analysis processes, principles, and practices. Creating planning documents and NEPA documents to ensure they read smoothly and correctly. Reviewing environmental documents to ensure compliance with applicable laws and regulations. Working with public land resource values, issues, or controversies. Developing public land-related planning strategies and procedures. Budgeting and programming along with planning, professional writing, and policy development. Experience with program technical guidance along with monitoring and performing program audits. OR Have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. OR Equivalent combination of specialized experience and education, as described above. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement.
