Salary: $75 640 - 98 330 per year

Duties

You will counsel military personnel and their families on consumer affairs, debt liquidation, a variety of personal financial matters, and/or budgeting. Utilize assessment tools and techniques to compile detailed data on client assets and liabilities. Develop personal financial readiness course curricula and conducts training. Work with the American Red Cross to establish guidelines for emergency funding requirements. Maintain a consumer library to include information such as consumer reports, bankruptcy, and/or consumer protection laws. Market personal financial readiness programs and services to Soldiers and the community.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to perform up to 5% of temporary duty (TDY) travel.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • Must be able to obtain and maintain nationally recognized financial counselor certification, Accredited Financial Counselor (AFC) or Certified Financial Planner (CFP), within one year of appointment.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually.
  • A baccalaureate degree from an accredited college or a combination of education and experience which equips the incumbent to serve as a personal financial management counselor is highly desired.

Specialized Experience: One year of specialized experience which includes assisting personnel and their families with personal financial counseling and finding resolutions to financial problems. OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Financial Management or Business Administration. You must attach a copy of your transcripts. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You must attach a copy of your transcripts. You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementFinancial ManagementManages and Organizes InformationProblem Solving Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
