About the Position: This is a permanent position with US Army, Humphreys Engineer Center Support Activity, Resource Management Office, Programs and Budget Branch located at 7701 Telegraph Road, Alexandria, Virginia.
This recruitment provides promotion opportunity to the target grade of the position GS-12 without further competition when selectee is eligible and recommended by management.
This position can be filled at any of the listed locations. Alexandria, VA is the preferred location.
Duties
Performs various budget functions involving the formulation, justification, and/or execution of budgets for organizations, programs, or projects.
Provides local budget policy and procedures, budget formulation assumptions, and formats and schedules to serviced organizations for budget submissions.
Provides management with financial information such as: financial reports showing the status of receipts, obligations, and expenditures of funds; trend analyses of rates of expenditures.
Develops narrative justification statements and presentation material for budget submissions and reprogramming requests.
Supports the major command headquarters, US Army Corps of Engineers, Field Operating Activity for execution of of the organization budget for Civil General Expense, and Operation and Maintenance, Army funds.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Work schedule will be Monday to Friday 0800-1630/1700 EST.
- This position has been designated as a FINANCIAL MANAGEMENT Level 2 Certified position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

In order to qualify, you must meet the education and/or experience requirements described below. Experience required at GS-11: To qualify based on your experience, your resume must describe at least one year of specialized experience which includes: analyzing trends in fund utilization; maintaining constant awareness of financial operations including the reimbursable programs within the organization; processing budget requests from units and verifying budgets to assure effective utilization of resources. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Experience required at GS-12: To qualify based on your experience, your resume must describe at least one year of specialized experience which includes: providing budget formulation, execution and justification of the Civil General Expense, Operation and Maintenance (O&M), revolving and reimbursable funds to assure budget forecasts, estimates, obligations, expenditures, reimbursements of funds and submissions; analyzing, identifying and resolving reprogramming and budgetary requirements to provide viable solutions and recommendations; tracking, monitoring, generating and reporting budgeting and financial systems problems/issues to integrate, explain, justify financial reports, costs, and data; and communicating with senior officials on the overall budget processes. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
You will be evaluated on the basis of your level of competency in the following areas:
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.
GS-11: Must have 52 weeks of Federal service at the next lower grade or equivalent GS-09.
GS-12: Must have 52 weeks of Federal service at the next lower grade or equivalent GS-11.
