As a Supervisory Budget Analyst in the Office of Chief Financial Officer at Marshall Space Flight Center, you will provide budget planning, review, assessment, and status for the mission support/institutional offices. You will supervise and develop strategic objectives for the organization as well as provide in-depth analysis for the annual Planning, Programming, Budget, and Execution (PPBE) process.

Duties

Work with management to interpret the annual "call for the budget" in light of Office of Management and Budget (OMB), Agency and Congressional regulations, directives and policies, and prepare guidance for use in developing an integrated budget. Oversee the formulation of budget estimates and justifications for conflicting program and budgetary requirements such as reduction in budget authority along with expansion of services to the public. Manage employees and organizational resources and identify strategic objectives to assure an integrated and high performing organization. Define jobs, technical work requirements and milestones, select employees, assign work and evaluate the organizational and employee accomplishments. Develop and integrate a consolidated Marshall Space Flight Center (MSFC) and/or NASA budget analysis with executives, directorate and branch management input, by reviewing, negotiating, analyzing and justifying the budget. Perform a full range of supervisory duties which includes assigning and evaluating work; recommending personnel actions; taking disciplinary actions; and identifying training needs and developing employees. Requirements

• Current Federal employees must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.

• If the individual selected is currently at the GS-15 grade level, they will be detailed at their current grade and step. If the individual is a current GS-14 they will be temporarily promoted to the GS-15 level.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level: Leading and integrating the various business functions to support and ensure validation of budget solutions and successful project execution; Working closely with multiple divisions and organizations to provide strategic analysis and planning, and managing required staffing levels to support budget planning and processes; Analyzing financial information to monitor overall project performance and the financial status of projects.
