As a Supervisory Budget Analyst at Marshall Space Flight Center (MSFC), you will provide budget planning, review, assessment, status, and overall integration for the Engineering Directorate for both budget formulation and execution, to include all assigned projects. You will supervise and develop strategic objectives for the organization, and implement and maintain processes for collecting, documenting, analyzing, integrating, and reporting progress on current work and projected demand.

Duties

Work with management to interpret the annual "call for the budget" in accordance with Office of Management and Budget, Agency and Congressional regulations, directives, and policies, and prepare guidance for use in developing an integrated budget. Oversee the formulation of budget estimates and justifications for conflicting program and budgetary requirements, such as reduction in budget authority coupled with expansion of services to the public. Manage employees and organizational resources and identify strategic objectives to assure an integrated and high performing organization. Define jobs, technical work requirements, and milestones. Select employees, assign work, and evaluate organizational and employee accomplishments. Develop and integrate a consolidated MSFC and/or NASA budget analysis with executive, directorate, and branch management input, by reviewing, negotiating, analyzing, and justifying the budget. Perform a full range of supervisory duties which includes assigning and evaluating work; recommending personnel actions; taking disciplinary actions; and identifying training needs and developing employees. Requirements

  • Current Federal employees must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.
  • If selected, you will be required to complete a financial disclosure statement.
  • A one-year supervisory probationary period may be required.
  • If the individual selected is currently at the GS-15 grade level, they will be detailed at their current grade and step. If the individual is a current GS-14 they will be temporarily promoted to the GS-15 level.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level: Leading a team and integrating various business functions to support successful project execution; Coordinating across divisions and organizations to support comprehensive budget planning and processes; Proving guidance and recommendations to ensure integration and validation of budget solutions to improve the efficiency and effectiveness of resources and operations.
