Duties
You will serve as a PULIC AFFAIRS SPECIALIST in the PUBLIC AFFAIRS DIRECTORATE, COMNAVSURFLANT, NORFOLK, VA.
You will formulate, implement and supervise all media relations, community relations and internal communication programs.
You will lead and manage a robust public affairs program with responsibility for strategy, planning, executing and evaluating the most difficult and complex local, national, and international media relations programs and strategies.
You will serve as a public affairs technical authority, interpret broad, general policy statements.
You will receive, evaluate, research, author responses and respond to requests from local, national and international news media for a wide variety of information requests.
You will create and edit Public Affairs (PA) products, which are widely disseminated to reach external (i.e., public affairs press releases for public events.
You will respond to public requests for information, materials and photographs, and disseminates those products or refers requests to the appropriate source.
You will participate with and represent the Public Affairs Officer and Executive Leadership in major program developments and policy-making decisions to determine expected external and internal public affairs impact.
You will serve as an official spokesman at the scene of accidents/incidents or when responding to media queries.
You will plan, research, review for technical and factual accuracy, and write news and feature releases for external (Facebook, Twitter, Instagram, and LinkedIn) and internal media (unclassified and classified command homepages).
You will participate with management in major program developments and policy-making decisions to determine expected external and internal public affairs impact.
You will establish and maintain direct contact with officials of area city governments and chamber of commerce officials in support of various on-going and planned public affairs projects.
You will manage the Community Relations budget for activities.
Requirements

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience planning community and internal audience relation activities for the military.
Experience managing community relations, marketing and journalism, including media requirements and developing a wide variety of informational materials that increase communication with the military commands various populaces.
Experience producing written materials regarding community relations issues, activities and events at a military Command (i.e. fact sheets, memorandums, letters, news articles, programs, and press releases).
Experience applying knowledge of military protocol, customs, traditions and procedures, including a thorough understanding of standard Navy directives and policies to serve as a protocol expert and to ensure routine or unique protocol events are executed per law, directives and customs.
Experience monitoring and reviewing the quality and process of work performed by assigned subordinate personnel, setting all expectation, and scheduling.
Experience and skill in developing and/or interpreting policy and providing staff level advisory program guidance.
