This position is located in the Department of Health and Human Services, Office of the Secretary of Health and Human Services, Immediate Office/Office of Legal Resources, located in Washington, District of Columbia. **This announcement will be open for 10 business days OR until the first 100 applications have been received, whichever happens first.**

Duties

The purpose of the position is to assess the productivity, effectiveness, and efficiency of program operations, and to analyze and resolve problems in the effectiveness and efficiency of administrative mission support activities. Duties Include: Prepare all necessary contract documentation - including the Statement of Work (SOW)/Statement of Objectives (SOO)/Project Work Statements (PWS), acquisition plans, project justifications, Independent Government Cost Estimates (IGCE), project scope agreements (PSA), schedules of deliverables, market research, Justifications for Other than Full and Open Competition, and related materials. Handle all facets of contract administration, to include monitoring performance, providing technical direction, consultation with the Contracting Officer, approving invoices and contract closeout. Analyzes and evaluates management practices and methods; determines the functionality of unique organizational structures and provides necessary and appropriate coordination among key participants for the long-range planning and development of organizational strategies to meet objectives and mission. Prepares a variety of comprehensive status reports, management summaries, and briefing papers which identify problems, assess the overall condition of work completed or in progress and outlines issues, solutions, and recommendations. Participates in planning sessions, contributes management-oriented expertise in discussions of innovative ways and means of carrying out assigned programs, new programs, etc., and provides expert advice on the administrative and management implications of policy and program proposals.

Qualifications

Applicants must demonstrate that they meet the Basic AND Minimum Qualification requirements as noted below. Basic Requirement: Do you have a COR Level II Certification? (You must submit supporting documents) Specialized Experience: GS-13: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing ALL the following duties: 1. Assessing the productivity, effectiveness, and/or efficiency of program operations. 2. Analyzing and resolving problems in the staffing, effectiveness and efficiency of administrative support and staff activities, such as: assisting with the management of acquisitions and contract administration. 3. Executing controversial techniques to improve organizational efficiency. 4. Providing management of policies and procedures for administrative and management implementation requirements. Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
