About the Position: Serves as a Budget Analyst responsible for formulating and executing the budget programs for the US Army Garrison, Fort Buchanan. Budget includes Fort Buchanan and certain support provided to tenants and satellite activities to include ROTC. Budget contains direct, automatic and funded reimbursements.

Duties

Develops and/or interprets specific instructions for the preparation of budget estimates by all operating levels, including statements, local guidance for estimating costs and obligations, and procedures for reviewing and evaluating requirements. Advise management on budget requirements, limitations, and impact on program planning. Analyzes fund utilization of annual funding programs, quarterly allotments, reimbursable programs, and the status of stock fund sales and acquisition authority levels. Recommend reprogramming to members of the working Program Budget Advisory Committee. Prepare various reports on the progress of the garrison funding program. Brief garrisons, managers, and higher headquarters personnel on budget-related issues.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
  • DoD Financial Management Certification Level II is required within 24 months of entrance on duty.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.

The candidate placed in this position may be non-competitively promoted to the target grade of GS-11 if he or she has satisfactorily demonstrated the ability to perform at the higher grade level, meets all regulatory such as AR 615-1 and qualification requirements for promotion, has been recommended for promotion by the supervisor and the target position is supported at the time of the promotion. Specialized Experience: One year of specialized experience which includes assisting in the formulation and revision of an annual budget estimate for assigned activities; researching and summarizing resource and information needed for formulation of budget estimates, and/or tracking expenditures. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Budget AdministrationBudget ExecutionCommunications and Media Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
