About the Position: About the Position: Fort Buchanan is located near San Juan, Puerto Rico, within a short drive from the Luis Muoz Marin International Airport, Old San Juan, and most popular tourist attractions and beaches. PR is designated as an OCONUS Non-foreign area. Salary shown in this announcement includes a Locality Payment of 16.50% for this Non-Foreign Area. An adjusted Cost of Living Allowance (COLA) rate of 2.81% is not reflected in the salary shown.
Duties
Develop a system to review and monitor budget execution (i.e., obligations and expenditures) of a budget with different sources and types of funding (to include both direct and reimbursable funding from several appropriations).
Allocate funds to individual activities/functional areas based on an analysis of activity budget estimates, historical expenditures, projected workload, and approved funding.
Interpret budgetary policies, guidance, and procedures issued by higher headquarters, Office of Management and Budget (OMB), and Congress and independently develops and issues subsequent policies/guidance for use within the Garrison.
Respond to numerous requests for budget-related information/statistics from higher headquarters for their use in briefing top Department of the Army (DA) and Congressional officials.
Develop and issues local guidance/procedural instructions and provides advice to Garrison managers during the formulation of the annual budget estimates for the budget year and out-years.
Exercise judgment in interpreting and applying guides containing ambiguous or conflicting instructions to specific budgetary transactions.
Serve as a financial consultant to management on issues such as: budgeting strategies and techniques; use of financial management products; resource distribution; projections; and development of annual and long-range financial plans.
Develop, and/or assists managers in developing, extensive written justification in support of these budget requirements. Consolidates, prepares, and submits the final, detailed budget submission.
Present and defends the Garrison's budget estimates to fund reviewing and granting authorities in higher headquarters.
Monitor and reports on the status and progress of work; and prepares and reports and maintain records of work accomplishment.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Requires a SECRET security clearance.
- Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051.
- You may be expected to travel 5% of the time for this position.

Specialized Experience: One year of specialized experience equivalent to the GS-11 or above grade level in the Federal service which includes overseeing the formulation, compilation and development of budget estimates; administering the execution of a complex annual budget; implementing policies and procedures governing budget formulation, budget execution, financial management and administrative control of funds.
