This position is located in the Office of the Chief in Washington DC, National Headquarters as the Supervisory Program Analyst (Chief of Staff for the Assistant Chief). The incumbent of this position is responsible for coordination of key agency communications between the Associate Chief and all four Regional Conservationists, the NRCS Deputy Areas, the 51 State Conservationists and Directors, and the Chief of NRCS.

Duties

Provide leadership and oversight of teams working on projects that are national in scope. Conduct and direct analyses of national program activities of moderate to complex scope, which requires oversight of or collaboration with others, independent research, evaluation of data, and development of formats for analysis reports. Oversee staff responsible for developing, maintaining, and analyzing data and other activities for use in evaluating program delivery throughout the RCs areas. Collaborate with NHQ, Departmental, and others in the preparation of special studies, budget analyses, and other reports as assigned. Analyze capital and budgetary issues within the Agency. Identifies areas of concern or risk to the agency, researches the issue and makes recommendations for improvements to the Associate Chief. Represent NRCS and the Associate Chief on assigned teams and work groups involving assigned program functions.

  • Successful completion of one-year probationary period, unless previously served.
  • Subject to one-year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-14 grade level for consideration for the GS-15 grade level). Applicants must meet the following Minimum Qualifications Requirement in order to be considered: Specialized Experience: To qualify for the GS-15 level, you must possess at least one year of specialized experience equivalent to the GS-14 level or higher in Federal service, or comparable experience not gained through Federal service. Specialized experience is defined as: 1) setting priorities and planning the work to be accomplished by subordinates; 2) counseling and instructing subordinates on both work and administrative matters; and 3) resolving group grievances or serious employee complaints. Note: There is no education substitution for the GS-15 level.
