This position is part of the National Archives and Records Administration, Office of the Chief of Management & Administration. The incumbent will serve as the principal advisor to the Archivist of the United States on the efficient and effective acquisition, utilization, and disposition of NARA resources; laws, regulations, and government-wide policies governing management and administrative functions.

Duties

As the Chief of Management and Administration, you will: Serve as a member of NARA's Executive Leadership Team and as a trusted advisor to the Archivist of the United States in the formulation of agency-wide policies and the execution of agency programs. Provide strategic direction across NARA's administrative programs, including acquisitions, budget management, facility management, human capital, performance management, policy development, risk management, and security. Ensure effective coordination and continuous process improvement to deliver comprehensive services. Advise the Archivist and Deputy Archivist on resource acquisition, utilization, and compliance with laws, regulations, and policies. Develop strategies and programs to ensure coordinated, economical service delivery to internal and external customers. Establish policies and strategies for the effective operation of NARA's administrative functions. Design and maintain internal controls to ensure compliance with all relevant laws, regulations, and government policies, and ensure data integrity. Lead the implementation of an Enterprise Risk Management (ERM) system, integrating risk management into strategic and operational decisions. Co-chair the Management Control Oversight Council and collaborate on long-term strategies, the NARA Strategic Plan, and performance reporting to Congress, the public, and employees.

Mandatory Qualifications Requirements: To meet minimum qualifications, applicants must possess the following technical and executive qualifications. These would typically be gained through experience, education, and training that reflects progressive development and achievement in managing a Federal legal program for a nationwide organization. An individual's total experience and education must demonstrate the ability to perform the duties of the position. Experience must be at a level of difficulty and responsibility comparable to the GS-15 level in Federal Service. A. TECHNICAL QUALIFICATIONS (TQs) All applicants must address how their knowledge and experience relates to the following TQs. TQ 1: Experience managing administrative functions (e.g., budget and financial management, program evaluation, auditing, human capital management, procurement, information technology management, information management, facilities management, and security). Managing includes delivering high-quality services, ensuring the appropriate statutes, regulations, and rules are followed when providing the service, and strategic planning. TQ 2: Experience with the federal budget process, prioritizing resource allocation, and serving as an advocate for programs and resource needs with senior level stakeholders internal and external to an agency level organization. B. EXECUTIVE CORE QUALIFICATIONS (ECQs) Applicants must address how their knowledge and experience relates to the following ECQs.
