This position is part of the National Archives and Records Administration. The incumbent serves as the Director of the Facility and Property Management Division. The primary duties of the position are facilities management, implementation of the occupation health and safety, energy conservation and environmental programs, emergency response programs, labor and transportation services at Archives I and II, and the NARA nation-wide personal property accountability and mail management programs.

Duties

As a FACILITIES & MATERIAL MGMT OFFICER, you will: Manage the operations and maintenance (O&M) contract covering Archives I and II. Coordinate the emergency preparedness and evacuation and disaster recovery systems at the two buildings. Plan and execute the transportation requirements including transfer of records between NARA locations and between agencies and NARA locations. Manage the NARA nationwide personal property and materiel management program. Direct a comprehensive quality assurance program for all contracted services. Provide Facilities Management expert advice and consultation to NARA Presidential Libraries and other field locations.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes: - Supervising operations and maintenance projects such as schedules, deadlines, and cost; AND - Conducting property management, including accountability, physical inventory, repair and maintenance; AND - Managing a personal property or material management program for a large agency or corporation. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable (as defined in 5 CFR 300, Subpart F): For the GS-15, you must have been at the GS-14level for 52 weeks.
