Duties

Liaisons, collaborates, and communicates USCENTCOM position to the Joint Staff, J3. Works with the Division Chief in directing, planning, organizing, and managing the activities of Central Command, Operations Directorate, Forces Division. Represents HQ CENTCOM with a variety of operational and functional area organizations. Applying operational experience, develops, analyzes, and evaluates detailed plans, goals, and objectives.

Qualifications

Conditions of Employment Continued: The employee must obtain and maintain a Special Sensitive security clearance. Per AFGM2017-36-04, dated 4 Oct 17, the investigative requirement cannot be waived for special sensitive positions. The selectee must possess this clearance prior to starting in the position. In the event the selectee does not possess this clearance, the full investigation and favorable security adjudication must be completed and rendered prior to beginning in the position. This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP. Executive level experience in program development and management is preferred, ideally in positions of progressively higher responsibility; a high level of demonstrated personal initiative and leadership in significant group-oriented projects; creative problem solving skills, and the ability to rapidly formulate and communicate decisions; and the ability to present and defend independent positions on complex issues to sophisticated audiences. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Miscellaneous Administration & Program (0301). SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-13 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or private sector) which includes Mastery of a wide range of Joint Staff and combatant-command policy, doctrine, methods and techniques to provide SME input to the development of Joint Operating Concepts, Joint Integrating Concepts, Chairmen's Joint Instructions, and capability based assessments. Comprehensive understanding of Doctrine, Organizational, Training, Material, Leadership, Policy, Facilities, Policy, Programs, and Processes (DOTMLPF-PPP) to enable the incumbent to analyze, plan, direct, and coordinate diverse GFM key decision making and policy making responsibilities impacting Joint Staff and Combatant Command programs across DoD. Comprehensive knowledge of a wide range of US military capabilities to include Air, Maritime, ISR, and ground defense and weapons systems. Substantial knowledge of platform capabilities and joint interoperability in order to apply experimental theories for the combined application of assets to achieve operational end state. Expert knowledge of key stakeholders equities, and communication skills to cultivate relationships with multiple subordinate commands across the geographic and functional commands, Joint Staff, and OSD designed to achieve the strategic and operational objectives of CENTCOM, leads coordination efforts on behalf of US Commander, CENTCOM with a diverse military, civilian, professional, and technical population, routinely briefs senior General/Flag officers on dynamic force employment recommendations for mitigation strategies and for leveraging opportunities. Requires advanced verbal and writing skills sufficient to prepare presentations and briefings, formal training materials, Combatant Command level policies, guidance, directives, and surveys. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Comprehensive knowledge of the missions and functions of HQ CENTCOM and HQ CENTCOM subordinate commands and units; to include a thorough understanding of multiple compartmentalized named plans and operations; knowledge of the organization, missions, and functions of Joint Staff, specifically related to the implementation and execution of Global Force Management policies and programs, knowledge of Functional Command capabilities to include SOCOM, TRANSCOM, STRATCOM and CYBERCOM, and their respective functional interrelationships to develop and implement HQ CENTCOM AOR-wide plans, policies, programs, procedures and strategies for force requirements capability employment. Comprehensive knowledge of a wide range of US military assets, to include Air, Maritime, ISR, and ground defense and weapons systems. Substantial knowledge of platform capabilities and joint interoperability in order to apply experimental theories for the combined application of assets to achieve operational end state. Extensive skill, and ability in the function and application of the various automated tools routinely employed to conduct force management. Extensive skill in Microsoft Office products, GFM centric database platforms, and communications systems, and ability to analyze, plan, and adjust work operations or priority of effort to meet highly fluid and often competing operational demands for capabilities across the HQ CENTCOM AOR. Expert ability to communicate effectively, both orally and in writing; negotiate complex issues at the highest levels of DoD; maintain good working relationships with Joint Staff J3, Combatant Commands, and interagency subject matter experts. Ability to represent and serve as spokesperson for USCENTCOM with senior level officials, GO/FO, and Senior Executives; advise others, skillfully negotiate, and unemotionally mediate to resolve differences and implement decisions. Must be able to deal with sensitive issues and handle such with discretion and tact. Ability to interpret and render recommendations based on high level and significantly changing policy and guidance, organize ideas, and work with others to translate into appropriate Doctrine, Organization, Training, Material, Leadership, Personnel, Facilities and Policy (DOTMLPF-P) strategies and programming, and executable plans. Ability to research, interpret and analyze complex and frequently conflicting guidance from multiple sources, transforming it into clear, concise, and easily understood Command guidance; gather data, assemble and analyze facts, conduct analysis, and draw solutions to problems; create alternative solutions to complex problems. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
