The primary purpose of this position is: To serve as a Security Cooperation Program Specialist (Global Health Engagement (GHE) Program Manager) providing expert advice in the analysis, planning, development, implementation, and review of U.S. Security Assistance and Security Cooperation (SA/SC) programs and resources in support of HQ USCENTCOM operations and DoD Policies.
Duties
Manages the integration of Global Health Engagement (GHE) Operations, Security Assistance, and Security Cooperation (SA/SC) programs and resources for the USCENTCOM AOR.
Lead medical planner for USCENTCOM bilateral and multilateral exercises.
Assists with the development of budgets for Global Health Operations, Security Assistance, and Security Cooperation (SA/SC) resources and activities.

- This position may occasionally require travel overseas to remote locations within the CENTCOM AOR where heightened security measures are required.
- Incumbent must be able to handle stressful, “do it now” situations daily, and must often work extended hours to meet immediate, urgent request from the Command Surgeon/Executive Director or Commander/Deputy/Chief of Staff.
- An advanced degree in International Relations, Middle East Studies/history, or related field is desirable.
- Incumbent may be required to perform periodic travel (CONUS and OCONUS) in commercial and military aircraft.

Position is designated special-sensitive and requires a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the USCENTCOM, national security, and public safety. Therefore, incumbent is required to: (a) refrain from the use of illegal drugs and misuse of prescription medication, and (b) if requested, submit to urinalysis testing on short notice. Incumbent must pass initial and may be selected for random drug testing. May be subject to reasonable suspicion testing, safety mishap, or accident testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs.
This position is designated as a key position. The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,").
Participation in the Department of Defense Security Cooperation Workforce (SCW) Certification Program is mandatory.
-- 1 year (Basic); 3 years (Intermediate); or 5 years (Advanced)
-- Complete certification-related continuous learning requirements in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384. Once fully implemented, the incumbent will be required to maintain a minimum Intermediate certification level (Advanced level is desired) in the SC Planning, Oversight and Execution Management area of concentration. The incumbent(s) of this position is required to comply with all Department of Defense, Defense Security Cooperation Agency, and Department of the Army requirements of the SCW certification program.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Miscellaneous Administration & Program (0301).
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the GS-12 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or public sector). My experience includes Knowledge of the political, military, and economic environment of the HQ USCENTCOM AOR, to include in-depth regional knowledge and ability to assess cultural understanding and recognize the partner nations' expectations and management to influence the success of Security Cooperation efforts. Mastery knowledge of security cooperation programs and how they are crafted, coordinated, and evaluated to achieve strategic effects in target countries, which include having in-depth knowledge of the political, military, and economic environments within the USCENTCOM Area of Responsibility (AOR) and Area of Interest (AOI) including a comprehensive understanding of the cultural aspects and expectations of partner nations to enhance Security Cooperation efforts. Mastery knowledge of medical support operations at the Combatant Command level in support of GHE, and Joint Health Services.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the political, military, and economic environment of the HQ USCENTCOM AOR which includes in-depth regional knowledge and ability to assess cultural understanding and recognize the partner nations expectations and management to influence the success of Security Cooperation efforts.
Knowledge of safety and security regulations, practices, and procedures, to include knowledge of Defense Security Cooperation Agency (DSCA) systems and tools; specifically, SOCIUM, Overseas Humanitarian Assistance Shared Information Systems (OHASIS), and Joint Lessons Learned.
Knowledge of the unified command structure and the specific mission of U.S. Central Command and its Area of Responsibility (AOR).
Knowledge of the relationships between HQ USCENTCOM, Israel, and various U.S. Government agencies and departments, including the DOD, DOS, their subordinate agencies and command and civ-mil operations and coordination.
Knowledge of the principles of military and public health to include expeditionary health, global health, public health, disaster readiness and health surveillance of emerging infectious diseases, hospital-based clinical capabilities, health system strengthening and education and training of medical personnel.
Skill in the application of fact-finding and investigative techniques and the development and delivery of reports and presentations to develop and effectively communicate reports orally and in writing to senior leadership; Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
