This position is located in the Department of Veteran Affairs, Veterans Benefits Administration (VBA) Education Service (EDU). The incumbent serves as the Supervisory Management and Program Analyst for the Digital Engagement Team on the Program Integration Office Staff, and reports to the Program Integration Officer (PIO), Education Service.

Duties

Specific duties include: Plans and develops EDU's digital strategy in compliance with established standards and oversight to ensure content and products effectively communicates benefits information to Veterans, servicemembers, survivors, and their dependents. Defines new digital campaigns, products, and program needs upon consideration of such factors as the impact of social, economic, and other conditions or trends and the effect of actual or proposed legislative action with responsibility for developing and recommending EDU program objectives, operations, and the allocation of resources required for the programs. Provides assistance and consultation to field offices in maintaining web relationships and product development. Represents the PIO in meetings, conferences, work groups, and other forums regarding EDU's digital platform and programs. Ensures that project objectives and timelines are being met by monitoring progress against a formal plan; establishes project milestones and target dates, or intermediate dates on projects when completion dates are mandated by higher authority; revises dates to agree with new information and dependencies; and negotiates with management and sponsors/users to change and formalize new dates. Plans, coordinates, and/or implements strategies and data for marketing or promoting digital goals and accomplishments. Works in close cooperation with other VBA and VA offices in the implementation of digital strategies to Veterans and their dependents. Develops and plans objectives and operations for new and existing programs within the scope of digital engagement program activities. Participates in all phases of organizational and management activities significant to EDU and VBA web programs. The incumbent's work deals with impact upon the current and future EDU digital engagement platform. Work involves providing expert advice on major aspects of EDU's digital content, products, and mission. The incumbent must be skilled in written and oral communication to inform, advise, persuade, present, and defend programs and analyses. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The full performance level (FPL) is a GS-14. Work Schedule: Full time, Monday through Friday, 8 am - 4 pm Compressed/Flexible: Available Telework: Available Virtual: This is not a virtual position. The selectee will be required to report to 1800 G Street, NW. Washington, DC 20006 as the official duty station on a regular/recurring basis. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:09/24/2024. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A). To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade. For a GS-14 position you must have served 52 weeks at the GS-13 level. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-14 Grade Level: Specialized Experience: .Examples of specialized experience would typically include but are not limited to. The specialized experience is developing a broad range of communications related products such as developing social media posts, web pages, press releases, newsletters, etc.; creating graphic design products; providing recommendations and techniques to improve content delivered through digital communication. Education Substitution: There is no educational substitution at this grade level. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
