The primary purpose of this position is to serve as the strategic leader for overall operational support within CNIC N96 including regional and installation activities. The Deputy is the Senior Operational Supervisor for CY operations, policy and compliance, and business services ensuring the effective execution and functioning of the CNIC N96 enterprise. This position has reporting responsibilities affecting senior level activities and products.

Duties

Duties include but are not limited to: Prepares and pre-briefs operational management products to N96 leadership before submission to higher headquarters (HQ). Coordinates with peers and subordinates to prepare information papers, papers, reports, surveys, and briefings as required. Engages with CYP division managers (e.g., Business, Policy and Compliance, Operations and Joint Operations) to ensure program policy and guidance effectively supports CY operations and meet DOD and accreditation requirements. Develops strategies for improving and maintaining strong relationships with key stakeholders. Communicate change management plans to teams and key stakeholders to ensure understanding and buy-in. Advise leadership, teams, and stakeholders on handling organizational change. Serves as a senior analyst for the CY Program. Provides oversight and coordination of enterprise-wide policy development, implementation, and compliance leading to effective and efficient program management and operations. Designs, develops, and implements comprehensive programs and initiatives. Assists in management of multi-million dollar budget, ensuring appropriateness of project/program, complex execution of funds, and/or delivery. Directs and manages operational activities and performance through subordinate HQ personnel. Owns the operational performance of the division including meeting approved strategic and annual plans. Budgets for and executes resources ensuring implementation of policy and guidance. Analyzes, evaluates and advises management on the effective execution of programs and/or the efficiency of program management and N96 operations. Utilizes data driven insights to enhance programs and adapt to evolving business and operational needs. Serves as an Action Officer on taskers and leads and/or is part of multidisciplinary or cross-functional teams to develop and execute N96 plans/events and resolve complex, multi-faceted operational issues. Ensures CYP reporting, data calls and briefings, and consolidated responses are executed timely. Ensures correspondence pertaining to program operations, to include Congressional inquiries or correspondence to higher levels within the Department of Defense (DoD), government agencies, civilian groups, to Echelon II commands and installation commanding officers are appropriately drafted, endorsed, and routed. Planning, Execution and Products Develops policy, planning and/or procedures associated with N96 areas of responsibilities and priorities. Assesses progress, removes barriers, and initiates corrective actions as necessary. Coordinates with superiors, peers, and subordinates in implementation of selected courses of actions necessary to ensure planning directives are accurate and executable. Provides status reports as required. Monitors, reviews, analyzes and advises N96 leadership on higher echelon command directed actions, as well as externally directed actions. Reviews, analyzes, monitors and makes recommendations on the potential impact of services offered. Develops implementation plans for new ideas, procedures, processes, methods, or approaches for short and long-range management operations. Ensures alignment of policy, compliance, and implementation, and training across the CYP enterprise. Identifies methods of improving organizational efficiency and optimizes available resources. Creates and execute change management strategies to achieve operational and organizational goals. Lead, coordinate, and manage change management activities. Align changes with overall N96 organization strategy. Handles daily operational issues/activities; prepares detailed information and management points papers; and establish/organizes all re-occurring Senior Leader Meetings/Forums. Maintains awareness over workload, deadlines, priority programs, and training readiness trends. Mitigates and resolves issues. Develops, manages, and coordinates Memorandum of Agreement (MOA), Memorandum of Understanding (MOU), and/or Resource Sharing Agreement (RSA) on CY related matters. Standardizes agreement development and coordination. Identifies and examines collaborative partnership opportunities to improve operations, programming, training and development, and quality of services. Promotes joint strategic partnerships, innovation, and optimization.

Qualifications

A qualified candidate possesses the following: Four or more years of specialized experience with analytical and evaluative methods and techniques to assess program operations and organizational effectiveness. Robust knowledge of N96 Child and Youth Program operations and management to include fundamental and technical knowledge. Knowledge of the Navy operational organizational structure, chain of command, protocol and funding, particularly as it relates to Child and Youth Programs. Knowledge of CNIC's organizational structure, functions, and mission. Knowledge and understanding of DON/DoD philosophy, goals, vision, policy and programs relating to child and youth issues of military members. Knowledge of program policies and regulations covering areas of applicable administrative and operational policies and procedures. Knowledge of management and business principles, concepts and techniques. Knowledge of personnel policy and practices to handle human resources requirements in a government environment, to include recruitment, performance management and evaluation. Knowledge of the techniques and principles of analytical research sufficient to adequately analyze a large amount of information and arrive at sound conclusions within given suspenses. Knowledge of techniques to mentor, motivate and coach subordinate employees. Knowledge of EEO program policy, goals, and implementation methods involving decentralized and diverse program operations. Skill and ability analyze broad aspects of activity program requirements in terms of missions, policies, program objective, and total system output capabilities to ensure a balanced and executable program/budget. Skill to negotiate effectively with management to accept and implement business practices, methods and recommendations where proposals may involve established procedures or may be conflict with the desire of the organization. Skill in oral and written communications in order to write, interpret and develop policies and procedures; write and present status reports; special reports; and briefings on various subjects to senior leadership. Skill in the use of Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook) and other operating systems used in the program area. Ability to interact with senior staff members of other federal agencies, institutions, and sectors as required producing top quality analysis, insight, and products. Ability to apply high level, sound independent judgement in the solution of financial problems and the administration of management programs. Ability to exercise a high degree of technical judgment and resourcefulness in evaluating metrics for measurement of effectiveness, efficiency, and productivity. Ability to effectively lead teams in achieving set objectives. Ability to integrate, coordinate and monitor a wide variety of projects, management processes, and initiatives. Ability to coordinate, evaluate and integrate the work of others into a cohesive final product on a wide variety of program requirements and initiatives.
