This position is part of the National Archives and Records Administration, Office of the Chief Operating Officer. The Chief Operating Officer (COO) oversees the strategic direction and operational objectives of NARA's external and internal customer-facing services, programs, and activities across headquarters and field locations.

Duties

As a Chief Operating Officer, you will: - Serve as the principal advisor ensuring effective central coordination and review of programs and project actions. Make key decisions on resource allocation, timing of major events, project priorities, and determines which projects should be initiated, postponed, or discontinued. - Foster collaboration and cohesion among executive-led operational and staff offices, ensuring accountability for achieving shared agency goals. - Review operational activities in consultation with the Archivist, Deputy Archivist, and office heads. Evaluate feedback from key subordinates and reports from OPM, OMB, GAO, EEOC, and other relevant bodies. Ensure programs solicit and consider input from internal and external customers regarding services that impact them. - Work closely with executives for directing priorities, providing advice and guidance on their program responsibilities and assigned activities. Ensure that significant issues receive full consideration, and present unresolved problems or conflicting interests to the Archivist or Deputy Archivist with recommended actions for resolution. - Provide executive direction to staff through a Deputy Chief Operating Officer and subordinate Executives, Directors, managers, and supervisors. Motivate subordinate managers to integrate vision, strategic planning, and quality management into their operations. - Promote Diversity and Equal Employment Opportunity (EEO) and ensure full implementation of the Diversity, EEO and Affirmative Employment Programs. Provide management direction and input to affirmative action goals and objectives; ensures that personnel management within the organizations under supervision is accomplished without regard to race, color, religion, sex, age, handicap, or national origin.

Mandatory Qualifications Requirements: To meet minimum qualifications, applicants must possess the following technical and executive qualifications. These would typically be gained through experience, education, and training that reflects progressive development and achievement in managing a Federal legal program for a nationwide organization. An individual's total experience and education must demonstrate the ability to perform the duties of the position. Experience must be at a level of difficulty and responsibility comparable to the GS-15 level in Federal Service. A. TECHNICAL QUALIFICATIONS (TQs) All applicants must address how their knowledge and experience relates to the following TQs. TQ 1: Demonstrated executive-level experience providing strategic leadership for large-scale programs and projects that optimize agency-wide missions. This includes expertise in strategic planning. Additionally, experience should encompass oversight of sustainability and resilience initiatives. TQ 2: Describe your ability to effectively communicate, build and maintain trusted business partnerships (both internal and external), and collaborate across organizational boundaries to deliver outstanding customer service, respond to enterprise-wide issues and challenges, and build and maintain a high performing, high quality, efficient and engaged workforce. B. EXECUTIVE CORE QUALIFICATIONS (ECQs) Applicants must address how their knowledge and experience relates to the following ECQs.
