This position is in the Department of Veterans Affairs (VA), Office of Information and Technology (OIT). OIT is responsible for implementation of information technologies that are aligned with business strategies of the VA. OIT provides central management of a technical product framework promoting one technology vision across VA, which supports system optimization, integration and interoperability throughout the enterprise.

Duties

MAJOR DUTIES: Develop and maintain strategic plans. Develop methods to monitor and measure risk, compliance, and assurance efforts. Ensure that all acquisitions, procurements, and outsourcing efforts address information security requirements consistent with organization goals. Serves as a primary stakeholder in the underlying information technology (IT) operational products, processes and functions that support the product(s) and services. Responsible for identifying Business Owner needs and technical requirements Develops the program vision and strategic roadmap for team members who research, analyze and synthesize information from disparate sources into cohesive and comprehensive artifacts. Conducts strategic planning, tactical planning, project execution, operations, administrative efficiency, and productivity in relationship to fiscal, acquisition, staffing, and communications of OIT programmatic activities. Conducts comprehensive program assessments measuring VA information systems compliance with federal government oversight as well as VA policies, procedures, and practices. Provides information for management by preparing short-term and long-term product forecasts and special reports and analyses; answering questions and requests. Serves as an effective change agent providing expert technical and operational program oversight, guidance and direction to VA and OIT senior leadership, including technical requirements and capabilities, benchmarks, standards, best practices, and training requirements to meet functional objectives, emerging issues, and future needs. Attends and/or sponsors meetings, training sessions and other appropriate forums to facilitate information exchange with stakeholders and all interested parties. Directs complex studies requiring application of advanced analytical and statistical methods and techniques. Collaborates with VA offices and staff, other OIT pillars, vendors, contractors, and others in government and industry to enhance the effectiveness and efficiency of OIT. Manage acquisition management policies and procedures; cost-benefit analysis principles and methods; analytical methods and practices; project management principles and methods. Position Description Title/PD#: Supervisory IT Program Manager /19429A Work Schedule: Monday - Friday; Tour of duty will be determined based on organizational needs. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Working Conditions: The work area is adequately lighted, heated and ventilated. The work environment involves everyday risk or discomforts that require normal safety precautions.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. You must meet both the Basic Requirement and the Specialized Experience to qualify for this series as described below. BASIC REQUIREMENT Applicants must have IT-related experience demonstrating each of the four competencies listed below at a proficiency level equivalent to the next lower grade level in federal service. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. SPECIALIZED EXPERIENCE REQUIREMENTS In addition to the basic requirement, a qualified candidate's online application and resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as GS-14 grade level: One year of specialized experience (equivalent to the GS-14 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Experience leading teams in the delivery of modern software applications and infrastructure incorporating agile, DevOps and Human Centered Design (HCD) processes: Experience leading teams in the delivery of modern software applications and infrastructure incorporating Agile, DevOps and Human-Centered Design (HCD) processes. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
