About the Position: This position is within the Directorate of Public Works Operations & Maintenance Division.
Duties
Perform on-site pre-inspections of construction projects, noting problems and deficiencies and furnishing higher-level personnel with findings and recommendations.
Recommend acceptance or rejection of contractor’s work.
Interview facility end users and review previous blueprints, specifications, drawings, and plans to determine and identify plan requirements.
Confer with user personnel to validate work specifications.
Obtain information from precedent projects and from electricians, plumbers, heating and air conditioning mechanics to determine requirements for facility projects.
Observe all construction phases to ensure compliance with contract schedules.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent to obtain and maintain a Tier 1 security clearance.
- A pre-placement medical examination is required.
- This position requires a valid, State-issued motor vehicle driver's license.
- The position requires business travel up to 5% of the time.
- This position may be required to work overtime.

In order to qualify, you must meet the education and/or experience requirements described below. Specialized Experience: One year of specialized experience in reviewing contractor requirements to identify and correct deficiencies in construction projects. Experience in reviewing submitted cost from contractors to determine if requested payments are correct per the required contract. Experience overseeing projects plans, specification, and cost estimates for construction projects.. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-06).

Education: 1 full year of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Engineering

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
