You will serve as a Program Analyst in the Office of the Chief of Naval Operations, Logistics Division (OPNAV N4L) of IMMEDIATE OFC OF CHIEF OF NVL OPS.
Duties
You will plan, program and evaluate programs to meet Fleet Readiness and Logistical requirements for the Naval Distribution Branch.
You will provide technical advice in the development and shaping of combat logistics force (CLF) policy and programs to enhance Fleet readiness and logistics capabilities.
You will assess and program CLF requirements, working with Fleet and Military Sealift Command staffs to ensure CLF requirements are fully understood and adequately represented.
You will update all CLF program objectives to ensure they meet current and future operational requirements.
You will oversee development of all required documents in the Joint Capabilities Integration and Development System (JCIDS) to support the effective recapitalization of the CLF program.
You will be responsible to the Branch Head/Deputy Branch head for the management and coordination of assigned programs.
You will support functions associated with Planning, Programming, Budgeting, and Execution (PPBE) requirements, and programmatic analytics.
You’ll participate in these cross organizational efforts: Integrated Product Teams(IPT), Requirement Evaluation Teams(RET), risk analysis, trade-off analysis, cross-sponsor seam issues, and independently planning and executing a variety of projects.
You will provide Financial Management and analytical support for Navy CLF portfolio programs.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector performing the duties of a Program Analyst while demonstrating an expert understanding of the Navy's Maritime Auxiliaries Force, Naval Operations and the Planning, Programming, Budgeting, and Execution (PPBE) process. I am able to communicate well both orally and in writing. Specialized experience must demonstrate the following duties: 1) Utilizing an expert understanding of the Navy's Combat Logistics Force, Naval Operations and the Planning, Programming, Budgeting, and Execution (PPBE) process; 2) Using various presentation techniques to communicate Navy logistics and readiness direction and vision; 3) Recognizing problems where research techniques are likely to be effective, planning and coordinating research projects, and recommending the application of findings to improve the efficiency and effectiveness of an office; 4) Applying an expertise in managerial and technical skills used to plan, organize and direct expert-level teams, and to evaluate needed efforts and manage project resources.
