This position is located in the Bureau of Global Talent Management, Office of Employee Relations (GTM/ER) which promotes the use of Department human resources (HR) by developing, implementing and promoting quality of life policy and programs, maintaining HR regulations, administering discipline processes and communicating to employees these programs. This position serves as a subject matter expert for client care of employees and family members affected by Anomalous Health Incidents (AHIs).

Duties

Supports affected Department employees and family members by providing administrative support, including assistance with workers’ compensation benefit applications; facilitating communication; and advocating for employees’ best interests. Participates in special studies as part of teams or task forces and provides assistance to headquarters, domestic organizations outside Washington, DC, and overseas posts. Administers assigned program planning processes, conducts briefings, presentations and conferences for executive management. Drafts comments, impact statements and recommendations for consideration by management at the Bureau and higher levels. Assists in the development of policies, issuances, and directives by researching issues in the assigned program area(s); drafts proposed guidelines and explanatory material. At the GS-12 level, the incumbent performs essentially the same duties as outlined above however, the scope and complexity of assignments are of less responsibility and independence and receives closer than normal supervision than the GS-13 level.

  • Must be able to obtain and maintain a Secret security clearance.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants applying for GS-12: Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience researching issues and drafting proposed guidelines for the development of policies, issuances, and directives. Experience performing various administrative practices such as disseminating correspondence; reviewing reports, briefing papers and/or policy documents. Experience communicating orally to conduct fact finding interviews, meet and deal with management officials, and present recommendations to management. There is no substitute of education for specialized experience for the GS-12 position. Applicants applying for GS-13: Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience analyzing program operations, evaluating its policies and procedures, and providing innovative recommendations on improving operational efficiency.  Experience advising senior leadership on the interpretation of emerging legislation, policies, and regulations and how it impacts a federal HR program. Experience communicating in writing to develop policy, guidance, instructions, and reports of findings and recommendations. There is no substitute of education for specialized experience for the GS-13 position.
