This position is located in the Animal Plant Health Inspection Service (APHIS), Veterinary Services (VS), Field Operations (FO), Logistics Center (LC) Planning, Preparedness & Evaluation Section (PPES). The incumbent is fully involved in the planning, coordinating, successful execution of all mission and functional activities of the Logistics Center, providing day-to-day oversight, leadership and guidance.
Duties
The duties may include, but are not limited to:
The incumbent works with the Director to establish policy and provide overall guidance and direction for operational policies, plans, programs, objectives and resources.
The incumbent conducts special studies and projects to develop readiness-oriented systems and programs that answer current and future requirements of strategic USDA, APHIS, VS initiatives.
The incumbent represents the LC at meetings or conferences with leadership and staff, representatives of USDA, APHIS, VS, HHS, DHS, SNS, CDC, FDA, DOD, FBI and other agencies.
Reads and interprets governing policies, directives, regulations, and public laws to identify and evaluate current and long-range program requirements.
Leads short-, mid- and long-range master planning to provide program objectives and direction of the LC.
Directs activities that materially shape, improve and transform the structure, effectiveness, efficiency and productivity of the LC operations worldwide.
Develops operating program guidance to supplement higher headquarters and program policies to meet unique or specialized requirements.
The incumbent finalizes emergency response and logistical plans, protocols and standard operating procedures for execution of complex and evolving logistics function.
The incumbent executes administrative and personnel management responsibilities related to the accomplishment of the mission.
Requirements
- You must be a US Citizen or US National.

- Must be available on a 24-hour basis, including weekends, year-round.
- Work is typically performed in an adequately lighted and climate-controlled office environment.
- On-site visits may involve exposure to operating machines and equipment.
- Deployments may involve high noise levels and extremely adverse weather and living conditions.
Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.
FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Finalizes emergency response and logistical plans, protocols, and standard operating procedures for execution of complex and evolving logistics function.
Conducts special studies and projects to develop readiness-oriented systems and programs that answer current and future requirements.
Measures program accomplishments against program objectives.
Coordinates all logistics/operational issues and concerns for resolution with upper management.
Works with internal and external stakeholders to establish logistics management policies and provide overall guidance and direction for operational policies, plans, programs, objectives and resources.
Note: There is no education substitution for this grade level.
