You will serve as a SUPERVISORY RESOURCE MANAGEMENT SPECIALIST in the Operations and Support Branch (900R.1), Production Resources Manager (900R), Production Workforce Dev & Resource MGT (900B), Production Resources Department (900) of NORFOLK NAVAL SHIPYARD.

Duties

You will supervise 17 subordinates. You will be responsible for efficient and economical performance of Code 900R.1. You will decide and recommend changes to senior Shipyard management on matters related to organization, function, responsibility, and authority of various programs. You will be responsible for manning and resources. You will be responsible for reports/metrics. You will serve as a primary point of contact.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience as a direct supervisor in overseeing administration and technical work of personnel (planning work, setting priorities, preparing schedules, counseling, evaluating work, providing technical advice/recommendations, action for candidates/employees or similar). Experience with workforce requirements and workload forecasting in nuclear and non-nuclear work; analyzing, monitoring, identifying, establishing tracking systems for departmental personnel and reporting manning and resource needs or similar data. Experience identifying manpower, facilities, equipment, tooling and other production needs. Experience with naval vessel overhaul processes, production, planning, engineering, and material.
