Organizational Location: This position is located in the Department of Homeland Security (DHS), Office of Strategy, Policy and Plans (PLCY). The primary purpose is to provide PLCY-wide oversight and guidance to PLCY leadership and staff on relations with audit organizations, including the DHS Departmental Audit Liaison (DAL), the Office of the Inspector General (OIG), the Government Accountability Office (GAO), and DHS Component audit liaisons. Non-BU: This is a non-bargaining unit position.

Duties

As a Program Analyst (Audit), GS-0343-12, your typical work assignments may include the following: Manages internal and external audits while adhering to statutory and other requirements, including Office of Management and Budget (0MB) Circulars A-11, A-50, and A-123; the Inspector General Act of 1978, the CFO Act of 1992, and the Federal Managers Financial Integrity Act. Provides support and monitors PLCY's progress in implementing audit recommendations to closure including the maintenance of accurate records on status of audit recommendations. Provides support to PLCY staff on a variety of audit-related functions, e.g., the preparation of Departmental management response and other audit report response letters, technical comments, etc.; provides advice on audit process from knowledge and experience in conducting, monitoring, or overseeing audits, according to generally accepted government auditing standards. Participates in the receipt of audit entrance and exit conferences to ensure DHS Components have been provided a full understanding and confirmation of facts and key information exchanged between the Department and auditors to facilitate consensus, where possible of audit findings. Maintains accurate records of the status of audits and recommendations through the entire process of resolution and corrective action; provides analysis of these records to evaluate whether PLCY audit follow-up activity results in efficient, prompt, and proper resolution and corrective action on audit recommendations. Develops and contributes to presentations of audit status and analysis of audit follow-up performance to PLCY leadership and staff, as needed; provides guidance to PLCY staff and other stakeholders, documenting policy and procedures, preparing training presentations, and/or provide routine reports on the overall progress of PLCY's audit workload. Qualifications

Specialized Experience: You qualify for the GS-12 grade level you must possess at least one year of specialized experience, comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors) performing the following duties: Advising management on program activities. Applying quantitative and qualitative methods to assess management processes, systems and/or mission support programs; and Analyzing program procedures to ensure compliance with organizational policies. NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary.
