About the Position: The primary purpose of the position is to serve as a Public Safety Telecommunicator for dispatching Fire, Emergency Medical Service (EMS), and Law Enforcement (LE) responders, monitoring alarms and activating Mass Notification Systems in Army Garrison Public Safety Answering Points (PSAPs) / 911 Centers.

Duties

Provide emergency services to the public by answering emergency 911 calls and responding with appropriate personnel and equipment. Perform caller interrogation to determine the problem and the nature of the call. Retrieve statistical information from computerized databases. Monitor computerized fire and Joint Capabilities Integration Development System alarm systems. Maintain an accurate status of all emergency response equipment and personnel to ensure prompt and accurate response. Operate Computer Aided Dispatching system, telephones, radios, and station alerting systems. Provide initial Incident Command support until responding emergency units arrive on scene. Provide emergency medical dispatching assistance to callers with medical emergencies.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Within 16 weeks from the date of employment, employee will be required to demonstrate reasonable proficiency at locally established training guidelines on the use of E911, CAD, Land Mobile Radio (LMR), and station alerting software and equipment.
  • Position is subject to shift work where the incumbent is required to work an alternate, rotating work schedule, which requires an uncommon tour of duty (including nights, weekends and holidays).
  • Incumbent is required to work (mission essential) regardless of weather conditions or base closure and to report to the duty station at the regularly scheduled time.
  • Incumbent may be required to wear a uniform.
  • Incumbent must be a qualified typist (40 wpm).
  • Incumbent must pass a pre-employment; fingerprint based criminal history investigation for any location that accesses Criminal Justice Information Systems.
  • The Incumbent must pass a pre-employment and periodic health analysis by a licensed physician in the following categories:
  • Hearing - Distinguish, differentiate, and respond to multiple audible stimuli from personnel or equipment, such as telephone, radio, or alarms.
  • Sight - Distinguish, differentiate, and respond to multiple visual stimuli such as printed documents, CRT displays, and indicator lights.
  • Manual dexterity - Operate radios, computers, and other equipment used in a telecommunications center.
  • Speech - Clearly convey verbal messages utilizing telecommunications devices.
  • The incumbent is subject to initial and random urinalysis testing in accordance with agency guidelines.
  • The incumbent is required to obtain and maintain a valid state driver’s license.
  • The incumbent is required to obtain and maintain certification in: Cardiopulmonary Resuscitation (CPR). Emergency Medical Dispatch based on the program standards at the location assigned.
  • Incumbent must complete the Department of Defense Telecommunicator I and II or equivalent based on the program standards at the location assigned.
  • Incumbent must complete State National Crime Information Center (NCIC) certification based on assigned location.
  • Incumbent must complete the National Incident Management System (NIMS) IS 100,300, 700, 800, and 907 courses.
  • Continuous current certification is a condition of employment.
  • The incumbent is responsible for attaining continuing dispatch education (CDE) requirements through in-service training that is offered locally and pass in accordance with predetermined course requirements.

Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience performing work that includes: 1) Dispatch emergency personnel (police, fire, medical, hazmat, rescue, etc) as necessary; 2) Obtain pertinent information from callers to ascertain the nature of their emergency or request for assistance; 3) Provide clear and precise instructions to callers in high stress conditions; 4) Utilize dispatching and/or law enforcement communication systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06). Proficiency Requirement: This position requires a qualified typist. A qualified typist can type 40 words per minute based on a 5 minute sample with three or fewer errors You will be evaluated on the basis of your level of competency in the following areas: Interpersonal SkillsManages and Organizes InformationTechnical Competence
