About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25.
Duties
Responsible and accountable for the management and oversight, and assessment of the effectiveness of all aspects of the Command cybersecurity program.
Interprets, develops procedures, recommends, evaluates effectiveness of, and disseminates policy and guidance on cybersecurity program
requirements.
Formulates and executes concepts, programs, plans, policies and procedures for Command/Theater-wide information management/cybersecurity activities.
Develops long-range plans and provides guidance in accordance with Army, NETCOM, ARCYBER, and USARPAC objectives, based on systems analysis of hardware/software and communications requirements.
Responsible for the Department of Defense (DoD) Risk Management Framework (RMF), Enforcement Reporting, communication security
(COMSEC), and Cybersecurity training.
Provides Quarterly Security Bulletins to users; reviews audit logs, manages the RMF Control List on a regular recurring basis, enforces and updates RMF.
Fully prepares for all inspections related to cybersecurity. Participates as SME on CCRI Staff Assistance Visit (SAV) teams.
Serves as a Cybersecurity Program proponent and enforcer on all aspects of the Army Cybersecurity Program.
Monitors and maintains a database on training and certification for cybersecurity workforce positions to include privileged users and systems administrators.
Manages Cybersecurity Vulnerability Management and remediation processes for both Secret Internet Protocol Router (SIPR) and Non-classified Internet Protocol Router (NIPR).
Coordinates technical vulnerability testing and network assessments for users to counter unauthorized attempts to enter regional automation information systems.
Provides guidance on accreditation procedures and appropriate security control measures.
Plans and leads regular work assignments, prepares analysis and plans to meet substantial changes in workload; justifies revisions in staffing levels, work priorities, and deadlines.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.
- Department of Defense Directive 8570.1, the approved base line certification for this task requirement is IAM Level III certification of DoDD 8571.01, and the incumbent must have an IAM Level III certification within 6 months of entry onto duty.
- Temporary Duty (TDY) Travel will be required approximately 10% of the time and may require worldwide travel.
- This position is designated as Key. The position cannot be vacated during a national emergency or mobilization without seriously impairing the mission.

Basic Requirement for Information Technology Specialist (INFOSEC):
To qualify based on your experience, your resume must describe one year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by:
Specialized and Other Experience: One year of specialized experience which includes providing oversight and guidance to subordinate organizations with all aspects of the Command Cybersecurity program, having the ability to develop procedures and provide subject matter expertise. Experience in Command Cybersecurity Readiness Inspections, Risk Management Framework, and has a good understanding on Federal Information Security Modernization Act (FISMA). Has the skills and abilities to write regulatory guidance and is able to maintain databases used for training and certification tracking.
The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:
(1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others.
(2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: resolving routine and non-routine problems, questions, or complaints; developing and maintaining strong, mutually supportive working relationships with customers; conducting evaluation of support to determine quality of services and customer satisfaction, and recommending procedural changes based on customer need or changes in policy and/or regulation.
(3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information.
