This position is part of the Office of Energy Justice and Equity, Department of Energy. As a Management and Program Analyst, you will be responsible for overseeing the workforce development program for Minority Businesses.
Duties
As a Management and Program Analyst, you will:
Conduct analyses, energy use and costs paid by minority communities as well as measuring participation in the overall energy sector including energy-related business ownership and investment, Research & Development, technology commercialization and workforce development.
Manage assigned procurement contracts and financial awards.
Support grants and cooperative agreements for Minority Business Enterprises and Minority Workforce Development programs.
Develop market research, economic and business analyses, and feasibility studies to identify and define new opportunities for ED's Equity in Energy (EIE) initiative
Collect and analyze data relating to workforce demographics and the effectiveness of DOE related minority workforce programs supporting the Department and U.S. energy sector.
Requirements

- This position does not support 100% remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 2 days per pay period.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-13 in the Federal service. Specialized experience for this position is defined as meeting 2 out of 3 of the following
Analyzing budget components, supporting development of spending plans, or tracking of commitments, obligations, and costing data;
Identifying barriers and developing recommendations to improve minority workforce programs;
Conducting program evaluations and analyses of program objectives, policies, and procedures for minority workforce business operations and related activities.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
