The primary purpose of this position is to provide supervision over supply operations support pertaining to specialized or unique supplies, equipment, and parts for the 600+ vehicle fleet assigned to Kirtland AFB.

Duties

Plans, organizes, and directs the activities of the Materiel Control Section, Vehicle Management Flight, 377th Logistics Readiness Squadron, ensuring that vehicle parts and materiel support for the vehicle maintenance function complies with legal and regulatory requirement and meets customer needs. Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work of one military and one civilian supply technicians (one Staff Sergeant and one GS-7). Provides supply support for production, overhaul, repair, or other operations for vehicles/equipment and/or parts requiring special handling including hazardous materials used in vehicle maintenance. Determines stock levels needed for non-recurring, specialized items based on usage, inventory, project demands, seasonal demands, changing customer needs, and projected depletion. Prepares recurring and special reports. Compiles statistics from data requiring substantial analysis, interpretation, and development of new formats. Performs administrative office support functions and maintains cooperative working relationships with team members, related functions, and operating officials. Manages tool inventory and storage as designated by the Vehicle Maintenance Management.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, Supply Clerical and Technician Series 2005. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of well-established and commonly applied supply principles and concepts applicable to the installation vehicle maintenance program. Knowledge is used to carry out assignments in providing materials, equipment and services for personnel to perform assigned vehicle maintenance work on a variety of general and special purpose vehicles. Uses knowledge of established supply systems to determine the best method procurement and other issues that influence the course of action to take. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-08 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of governing supply regulations, procedures, and instructions. Knowledge of supply functions, operations, program requirements, and work methods. Knowledge of data entry and processing of supply transactions in an automated supply system. Ability to read, interpret, and apply applicable reference material, such as supply regulations, manuals, catalogs, records, orders, etc., to accomplish tasks and resolve complex supply problems. Ability to apply basic analytical methods and techniques to resolve complex supply problems and/or deviate from normal supply management procedures or program requirements. Ability to receive, screen, review, and verify supply documents and resolve discrepancies. Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy. Ability to plan organize, and direct the function and direct, motivate, and appraise the staff. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
