This Training Specialist position aligns under VHA, Member Services, Business Support Office, Training and Quality Management department and are responsible for planning, analyzing, developing, designing, delivering, implementing, evaluating, updating, facilitating, and coordinating training-related services and activities. Incumbent will also provide training advice and guidance in the areas of training course development and design, delivery, evaluation, and modification.

Duties

Major Duties Include (but are not limited to): Revises the accuracy, currency, relevancy, and consistency of the content maintained within training course materials, references, and related documents; Coordinates and facilitates projects, meetings, and work groups to obtain needed information for planning and developing training courses; Develops recommendations for revising test items to improve clarity and adequacy of training courses; Plans and conducts validity and reliability studies to analyze such things as test items prepared by instructors; Works with Information Technology (IT) staff on technical requirements, software systems, and/or databases needed to support program requirements; Determines the need for additional subject matter information and meets with representatives inside and outside the organization to obtain it; Develops, maintains, and updates training content using hypertext mark-up language (HTML); Provides extensive planning and organization, analyses of data and information, and considerable coordination and integration with other functional activities; and Coordinates and facilities projects, meetings, and work groups to obtain needed information for planning and developmental purposes. Promotion Potential: This position is being announced at the full performance level (GS-11). Work Schedule: M-F, 8 hour shift between 7AM-8PM (TBD determined by Supervisor) Telework: Available VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/27/2024. Time-In-Grade Requirement (GS-11): Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For this GS-11 position, you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that verifies your time-in-grade has been met must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Please Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Education: Undergraduate (Bachelor's Degree) and Graduate education (Master's Degree) in a Major Study--Education or subject area related to the position to be filled or Specialized Experience: Must demonstrate a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying Individual Occupational Requirements (IOR) Specialized Experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s) Supervising or administering a training program Development or review of training/course materials, aids, devices, etc., and evaluation of training results Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis If your applicant package has met the above stated IOR, you may qualify based on your Specialized Experience, Education Substitution, or a combination of Education and Specialized Experience as described below. Specialized Experience (GS-11): You must have one year of Specialized Experience equivalent to at least the next lower grade (GS-9) in the normal line of progression for the occupation in the organization. Examples of Specialized Experience includes (but are not limited to): 1) Provides training advice and guidance in the areas of training course development, design, delivery, evaluation, and modification 2) Develops complete and self-contained training products (full-length courses, job aids, training plans, quizzes, etc...) 3) Instructs courses in a formal program of instruction 4) Modifies course materials and training plans for specific audiences, i.e. various business lines and employee learning styles 5) Establishes working relationships with stakeholders and integral program areas to determine training needs and gaps 6) Works closely with other team members and Training Technicians to ensure training publications meet established standards for migration into the production environment 7) Coordinates projects for the development and implementation of training course or course materials or Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or a LL.M., (if related) or Combination: Applicants may also combine Specialized Experience and Education and to qualify at this level. You must have a combination of Specialized Experience and Education beyond a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., (if related). You will be rated on the following Competencies for this position: CommunicationEducation and TrainingPlanning and EvaluatingProject Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religions; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: No special physical demands such as above average ability, dexterity, or strength are required to perform the work. Work is sedentary, and the employee may sit comfortably. There may be some walking. standing, bending, carrying of light items, driving of an automobile, etc. Fieldwork may involve traveling to provide training, meetings, and sources of information.
