This is a supervisory Training Administrator job opportunity at the Atlanta VA Medical Center.
Duties
The Training administrator will serve the Atlanta VA Medical Center with the planning, development, implementation, direction, evaluation, and coordination of the overall education program. The incumbent will function as Director of the Education service line as well as the alternate Designated Education Officer (DEO) providing leadership and assuming continuing and substantial responsibility for the coordination and evaluation of integrated education programs that cross services and/or discipline lines and will support the organizational mission, vision, values, and strategies priorities. Duties and responsibilities include but are not limited to:
Administratively responsible for programs related to staff development, continuing education, tuition support and reimbursement, upward mobility, and specially funded training and career development related to identified staff learning needs throughout the Medical Center.
Administratively responsible for the overall quality of staff education programs throughout the organization and across all sites as well as substantial participation with the executive decision-making related to overall philosophy, programs, personnel, and other resources related to educational initiatives.
Exercise delegated full authority for decisions concerning purchase of educational and/or training materials versus developing in-house programs to meet educational needs and priorities.
Serve as chairperson of the Education Steering Committee and provide effective leadership to ensure the Medical Center's educational goals are addressed and that there is an equitable distribution of available funds among all program areas.
Serve as chairperson of the Education Support Committee and provide review and recommendations for expenditures of registration, tuition assistance, and continuing education funds.
Serve as the Medical Center's liaison to the Employee Education Service (EES) at the VA Central Office.
Employ a wide variety of teaching methods ranging from the traditional classroom setting to self-directed, learner-centered techniques.
Serve in a leadership role in preparation for and participation in site visits by accrediting and review bodies such as Joint Commission, CARF, SOARS, CP, and IG; serve in a similar role in regard to national performance measures related to education and training, customer service, employee satisfaction, and patient health education.
Support, facilitate, and ensure continuing education policies and programs to promote the continuing professional competence of facility staff including cross-service educational programs of general interest.
Collaborate closely with facility management, Center for Health Care Improvement and Change, and other individual services to establish and ensure link between educational and performance measure outcomes.
Serve as expert, authority, and advisor for training and educational program initiatives; assist in and/or develop advanced learning plans to ensure timely introduction of new or revised procedures, techniques or concepts into education and training program areas.
Evaluate ongoing educational programs to ensure compliance with standards, teaching effectiveness, program completion, and alignment with organizational goals.
Provide executive-level expertise in representing the Medical Center at other organizational headquarters and national level conferences and seminars.
Employ a variety of techniques to assess, analyze, and verify training needs and establish long and short term goals to meet identified needs and foster the concept of the Medical Center as a learning organization.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/04/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 grade position you must have served 52 weeks at the GS-12 grade. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your Time-In-Grade eligibility must be submitted with your application. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate that you possess one-year of Time-In-Grade, as required by this job announcement. In that instance, you must provide an additional SF-50 that clearly demonstrates the one-year Time-In-Grade requirement has been met. MINIMUM QUALIFICATION REQUIREMENT: To qualify for this position at the GS-13 grade, you must have 1 full year of specialized experience equivalent to the next lower grade GS-12 that is directly related to the work of the Training Administrator position. Qualifying specialized experience is defined as experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience for this position include: (1) Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s); (2) Supervising or administering a training program; (3) Development or review of training/course materials, aids, devices, etc., and evaluation of training results; and (4) Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. At this level, applicants would have obtained the required experience by coordinating educational activities, residency programs and upward mobility; supervising staff at various organizational levels; applying analytical and evaluative skills to the identification and resolution of problems of both procedural or factual nature; and identifying budgetary and financial relationships to apply analytical methods such as cost benefit analysis, decision theory, statistical forecasting, and other quantitative methods.

A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is sedentary. Physical demands are minimal and require no definition beyond those normally expected in office-oriented activities. Travel within the VISN and attendance at national meetings/events may be required.
