You will serve as a full spectrum (offensive and defensive) cyberspace operations Planner in the Joint Force Headquarters - Cyber (Marines) Cyberspace Operations Integrated Planning Element (COIPE) Detachment providing support at Special Operations Command Pacific (SOCPAC)U S MARINE FORCES CYBERSPACE COMMAND.
Duties
You will plan and develop cyberspace operations plans to satisfy cyber operations requirements within the SOCPAC area of responsibility in coordination with SOCPAC cyber planners.
You will develop detailed operational planning and Concepts of Operations (CONOPs) that support requirements of the supported command and Joint Force Headquarters - Cyber (Marines).
You will review and provide feedback on cyber related strategy, policy and doctrine and provide input in the development of military plans for cyberspace operations.
You will coordinate with and build partnerships across various organizations using a hybrid planning model of operational design and joint operational planning process to develop cyberspace strategies.
You will contribute to crisis action planning for cyber operations.
You will facilitate interactions between internal and external partner decision makers to synchronize and integrate courses of action in support of objectives.
You will serve as a COIPE representative at conferences, briefings, exercises, planning evolutions, and meetings.
You will use advanced verbal and written communication techniques to produce finished products and present briefings.
You will recommend and explain effective solutions to meet supported unit needs without confusing jargon and technical verbiage.
You will be able to function in a collaborative environment, seeking continuous consultation with other planners and experts to leverage analytical and technical knowledge.
You will be able to effectively collaborate via virtual teams.
You will utilize knowledge of military tactical and operations planning, cyber operations support and enabling processes, and experience in an operations section to provide guidance and recommendations for the supported command.
Requirements

- A Counterintelligence Polygraph is required and a non-disclosure agreement must be signed.
- This is a Drug Testing Designated Position (TDP). A pre-employment drug test is required, and the position is subject to random drug testing.
- This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
- This position is not telework eligible.
- The incumbent may be required to perform occasional travel (25% or less) which may involve the use of commercial and/or government aircraft.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
Qualifications
You are required to have information technology (IT) related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT related experience demonstrating this competency include continually monitoring incoming taskers to identify and alert staff members to developments of special urgency or importance.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT related experience demonstrating this competency include facilitating interaction between external and internal partner decision markers.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, and responds appropriately. IT related experience demonstrating this competency include attending group meetings and facilitating discussions.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT related experience demonstrating this competency include reviewing and providing feedback on cyber related strategy, policy, and doctrine.
In addition to your experience demonstrating the four competencies above, you are required to have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. Qualifying experience would be demonstrated by implementing new methods, techniques, and tools to conduct defensive cyber operations that will satisfy cyber operations requirements within a specifically defined geographical or functional area of responsibility.

Education
At a minimum, all CES employees in the Professional Work Category require a bachelor's degree or equivalent experience.
