The primary purpose of this position is to assist in the execution of the installation's Emergency Management (EM), Chemical Biological Radiological Nuclear (CBRN), and Hazardous Material (HazMat) emergency response, logistics, and training programs.

Duties

Assist in the development and coordination of plans and procedures for implementation and execution of the Installation Emergency Management Plan (IEMP). Assists in conducting initial/recurring training for functional areas of EM. Maintains Emergency Management response equipment, training resources, and supply inventories. Executes established plans and procedures for emergency response actions. Collaborates with on/off-base units and agencies on installation EM programs, policies, and procedures.

  • Must have successfully completed, or be able to complete withing six (6) months of appointment to position, the Air Force Emergency Management Course.
  • May be required to be certified on and wear emergency protective equipment IAW DoD guidance.
  • Position designated as a key position IAW AFI 36-507. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available
  • Air Force Certified All-Hazards Responder (AFAHR) certification is highly desirable.
  • This position is required to maintain classified documents. Employees must obtain and maintain a secret security clearance.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-01, equivalent to the next lower grade GS-04 or equivalent in other pay systems. Specialized experience is experience in assisting with analyzing course content to tailor training programs to meet local requirements; Preparing incident documentation and reports; Adapting accepted techniques for application to plan for emergency response to potential hazards in highly specialized and technical operations. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Successfully completed a full 4-year course of study above high school leading to a bachelor's degree. This education was obtained in an accredited technical school, junior college, college or university which high school graduation or the equivalent is the normal prerequisite. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100. NOTE: You must submit a copy of your transcripts. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1: Knowledge of health, safety, and environmental requirements as outlined in applicable safety standards and regulations, and/or technical orders, to include Occupational Safety and Health Administration (OSHA) directives as it pertains to hazardous materials response; National Response Framework (NFR) organization, lines of authority, installation response roles and responsibilities; and natural disaster response procedures, training, and use of specialized equipment. 2: Knowledge of the capabilities, limitations, and employment concepts of CBRN and conventional defense, detection, protective clothing/equipment, communications equipment and decontamination. 3: Knowledge of policy and procedures of Air Force Material Management System, AFMETCAL, National Incident Management System (NIMS), and the Air Force Incident Management System (AFIMS). 4: Ability to make instant decisions and select a course of action under high stress conditions associated with emergency situations. 5: Skill of standard training techniques, methods, and materials sufficient to develop and present formal training and instructional sessions. 6: Ability to communicate effectively both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Other significant Facts pertaining to the Position: Must possess or be able to obtain and maintain, within six (6) months of appointment to position, Hazardous Materials Awareness, Operations, and Technician level training certifications through International Fire Service Accreditation Congress (IFSAC) or Pro Board Fire Service Professional Qualifications Systems to perform containment, control, detection, and identification. Proficiency in there requirements is essential to maintaining this position.
