The primary purpose of this position is to assist in the execution of the installation's Emergency Management (EM), Chemical Biological Radiological Nuclear (CBRN), and Hazardous Material (HAZMAT) emergency response, logistics, and training programs.

Duties

Assists in the development and coordination of plans and procedures for implementation and execution of the Installation Emergency Management Plan (IEMP). Assists in conducting initial/recurring training for functional areas of EM. Maintains Emergency Management response equipment, training resources, and supply inventories. Collaborates with on/off-base units and agencies on installation EM programs, policies, and procedures. Serves as a CBRN Response team member.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Emergency Management Series 0089. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes assisting in developing, reviewing, coordinating and executing the Emergency Management (EM) program; ensuring effective prevention, protection, mitigation, response, and recovery operations to allow continued mission capability at the installation level. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Completion of a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. NOTE: You must submit a copy of official transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of official transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: I. Knowledge of health, safety, and environmental requirements as outlined in applicable safety standards and regulations, and/or technical orders to include Occupational Safety and Health Administration (OSHA) directives as it pertains to hazardous materials response; National Response Framework (NRF) organization, lines of authority, installation response roles and responsibilities; and natural disaster response procedures, training, and use of special equipment. 2. Knowledge of the capabilities, limitations, and employment concepts for CBRN and conventional defense, detection, protective clothing/equipment. communications equipment and decontamination. 3. Knowledge of policy and procedures of Air Force Material Management System. AFMETCAL. National Incident Management System (NIMS). and the Air Force Incident Management System (AFIMS). 4. Ability to make instant decisions and select a course of action under high stress conditions associated with emergency situations 5. Skill of standard training techniques. method!>. and materials sufficient to develop and present formal training and instructional sessions. 6. Ability to communicate effectively both orally and in writing, PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
